China Donates Fund for Somali Peace Talks

China on Thursday donated 100,000 US dollars to facilitate the last phase of Somali National Reconciliation Conference after an appeal from the mediator, the Inter Governmental Authority on Development (IGAD), and the United Nations.

"We sincerely hope that the donation could help IGAD somewhat relieve its financial burden and focus on the Somali peace process, which could move smoothly and get to its final destination," Guo Chongli, Chinese ambassador to Kenya, said at the handover ceremony in Nairobi.

According to the Chinese ambassador, 100,000 dollars will be granted to the Somali National Reconciliation Conference through the IGAD Secretariat in Nairobi, as the contribution from the Chinese side to the Somali peace process.

Meanwhile, Kenyan Minister for Foreign Affairs Chirau Ali Mwakwere said that this was a very important occasion, for it "has a clear and direct demonstration of the concerns that the rest of the world has on the peace process in Somalia."

Mwakwere, who is also the chairman of IGAD Ministerial Facilitation Committee on Somali Peace Process, said that China's donation would "go a long way in ensuring that the Somali peace process get completed as scheduled."

Somalia has been without a functioning government since the toppling of the regime of Mohamed Said Barre in 1991 and IGAD announced last week that Somalia's proposed transitional federal government will be inaugurated on July 30 in the Kenyan capital, Nairobi.

Since October 2002, faction leaders have begun the Somali National Reconciliation Conference in Kenya under the auspices of IGAD, a seven-member regional group in East Africa, consisting of Kenya, Ethiopia, Djibouti, Uganda, Eritrea, Sudan and Somalia.

Tiny Djibouti To Provide Free Aids Drugs

Djibouti - All HIV and Aids patients in the tiny Horn of African country of Djibouti will have access to anti-retroviral (ARV) drugs until at least 2007, a senior Aids official said on Thursday.

Omar Ali Ismael, Djibouti's HIV taskforce leader, said the Global Fund to fight Aids, Tuberculosis and Malaria had allocated $12-million (about R75-million) in June to tackle HIV in Djibouti.

It is estimated 4 000 people will require ARVs by 2007 as their infections advance.

"Everybody in Djibouti, including refugees and legal immigrants, who needs ARVs up to 2007 will be able to receive them free," Ismael said.

The World Health Organisation (WHO) says more than 8 000 people die from HIV and Aids every day, but ARVs could reduce the death rate by up to 70 percent.

The incidence of HIV is low in Djibouti, a country of about 600 000 people.

Neighbouring Ethiopia by contrast has one of the world's highest caseloads. About three million of its 67 million people are HIV-positive and there are an estimated thousand new infections a day.

A WHO report in June said only a few countries could deliver HIV treatment to all, or even the majority, of those in need.

But the Global Fund also noted several problems in tackling Aids in Djibouti, including its shortage of healthworkers and reliance on foreign experts.

Addo Hits Back At Fifa

Disgraced Caf official Farah Addo has claimed that his 10-year ban from football was motivated by Fifa officials bent on soiling his image.

Addo, a member of Caf's referee's commission and former president of the Somali Football Federation, was sanctioned by Fifa's disciplinary committee for diverting funds given to Somalia under their Financial Assistance Programme.

But in an exclusive interview with BBC Sport from Kenya, Addo insisted he was innocent of the charges levelled against him.
"Fifa's decision is unjust and an assassination of my character. I am honest man and against all forms of corruption.

"I have been spending my own money on Somali football and have never stolen any funds given to the country by Fifa," Addo said.

The former Caf first vice-president believes his criticism of Sepp Blatter's election to the Fifa presidency in 1998 and 2002 is responsible for his current problems.

Addo claimed that some delegates had been offered bribes to throw their support behind Blatter's ascension to Fifa's top post.

"The decision to ban me was clearly motivated by revenge.

"Everyone knows my views about the 1998 and 2002 Fifa elections and this ban results from that."

Although Fifa's ban precludes him from holding any official position in football, Addo is confident that he would continue to play a role in Caf and his national association.

"This decision will not work in Somalia and I am very sure that I would continue to receive the support of my colleagues in Caf.

"I would not have been in Caf for 24 years if I was dishonest."

Addo hopes that Fifa's appellate body would favourably review his case.

"I have written a letter of appeal and I hope that they will be clearer than the disciplinary committee."

Inauguration of New Somali Government Deferred To Next Week

NAIROBI, July 30 (Xinhuanet) A new Somali government which was supposed to be inaugurated in Nairobi on Friday has been deferred to next week, regional mediating body the Inter-Governmental Authority on Development (IGAD) Ministerial Facilitation Committeeannounced here Friday.

Addressing a news conference, Chairman of the IGAD Ministerial Facilitation Committee on Somalia Kalonzo Musyoka said that an all-inclusive government of national unity for the Horn of African country will be inaugurated in Nairobi on Wednesday, Aug. 4 and called on the Somalis to remain focused in their quest toward its formation.

"The rescheduling is aimed at allowing the Somali clans who have exhibited commendable progress on the distribution and selection of members of parliament (MPs) more time in a bid to ensure that the complete list of 275 MPs is received by Monday Aug.2," Musyoka who is also the Kenyan Minister for Environment and Natural Resources told reporters.

Amnesty Wants Warlords Locked Out of Somalia

Amnesty International wants warlords and other persons involved in human rights abuses in Somalia held accountable and locked out of the country's new leadership.

The International community in particular should establish benchmarks for the proposed new Somalia while the country must ensure those interested in joining Government must have clean human rights records.

Yesterday, the AI warned that human rights abuse - killings, kidnappings for ransom, rape - are still rampant in parts of the war-torn country.

The organisation lamented that the United Nations had as yet to appoint a human rights adviser to Somalia adding that conditions in parts of the country were not conducive for the return of refugees.

And with the peace talks in Nairobi nearing conclusion and a federal Government in sight, AI's Dr Martin Hill and Miriam Kahiga wants the new leadership to address the issue of human rights as priority.

"Somalia's new government must be committed to human rights and make a clean break with the gross abuses of the past 30 years, even though some of the perpetrators are still dominating the power-sharing," Dr Hill who is a researcher, Horn of Africa Programme told an international Press conference.

He singled out Mogadishu, Baidoa, Kismayu and Gedo as some of the areas where killings, kidnappings and rape were rife. He estimated that more than 300 people were killed in the country last year.

He said it was also disturbing that some countries in the West were turning away asylum seekers from Somalia.

He said: "It is disturbing that Somalia refugees are being met with forced repatriation in some countries. Conditions for the return of refugees is not conducive and two killings were recently reported shortly after their return."

Meanwhile, five sub-clans from the southern Dir clan cried foul over the process of arbitration following the distribution of parliamentary seats at the power-sharing and formation of an all inclusive Transitional National Assembly.

Dr Abdiaziz Yusuf, the chairman of the south Dir sub-clans and the group's spokesman, Mr Abdidahir Hassan claimed the Arbitration Committee at the Nairobi talks was compromised to deny them justice in their appeal.

Dr Abdiaziz threatened to lead the clans in a walkout of the ongoing peace talks in Nairobi unless their demands are met within the next two weeks.

The sub-clans are demanding to be accorded more seats at the assembly and claim that their northern Surre sub-clans counterparts have been favoured.

Separately, the Chinese Government yesterday donated Sh8 million ($100,000) towards Somali National Reconciliation conference.

Chinese ambassador to Kenya Guo Chongli said the amount would be used in the Somali peace process, currently facing financial difficulties.

Present were ministers Ali Chirau Mwakwere (Foreign Affairs) and Kalonzo Musyoka (Environment and Natural Resouces) among others.

Report On Somali Community Welcomed

Somalis have lived in the UK since the 19th century, and over the last 20 years, tens of thousands have fled to the UK as refugees. Yet the community remains relatively ignored by mainstream services, unrepresented in any national debates and many of its members are marginalised.

A recent report written by Hermione Harris, The Somali community in the UK: what we know and how we know it,

published by the Information Centre about Asylum and Refugees in the UK (ICAR), was launched at a seminar on 8 July in the House of Commons. Its observations were widely welcomed by representatives from a number of Somali associations and co-ordinating committees based in the UK.

For, in addition to mapping exactly what has already been written on the Somali community, the report indicates very clearly what needs to be done to begin to undermine the seemingly perennial disadvantage Somalis face in the UK. First, accurate data needs to be collected on Somalis by local authorities and the ONS to find out exactly how many Somalis are in the UK and where they have settled. Second, the needs of the second generation and Somalis born in the UK have to be addressed. Youth projects need to be established to provide dedicated help in schools and youth clubs. Third, pressure needs to be exerted to convert the research-based knowledge on the Somali community that has already been created into policy changes which concretely end the feelings of exclusion among the Somali community in the UK.

Narrow Escape for Somali Delegate

A delegate at the Somali Peace Talks is recovering in hospital after he was shot by thugs. The gang shot dead two people during the attack.

Sultan Said Gulled was shot by gangsters in his hotel room in Nairobi's crime-prone Eastlands.

Gulled, who was in the company of his colleague, was shot on the chest when he pounced on one of the gunmen.

He also sustained a fracture on his left hand.

It was reported that a five-man gang posing as customers, entered the Ayan Hotel along Eastleigh Section One Third Street and ordered everybody at the reception to lie down. The cashier was robbed of all the money and a number of passports and mobile phones.

In October last year, Mr Ibrahim Abdulleh, who was a delegate at the peace talks, was found murdered in Oloolua Forest near Ngong town.

Former Wajir West MP Adan Keynan was charged with the murder. The case is still in court.

Iraqi Insurgent Group Kidnaps Somali Man

BAQOUBA, Iraq - The insurgent group of Jordanian militant Abu Musab al-Zarqawi kidnapped a Somali truck driver in Iraq and threatened to behead him if his Kuwaiti company doesn't stop working there, according to a videotape aired Thursday.

Iraqi health officials, meanwhile, raised the death toll by two to 70 from a suicide car bomb that devastated a busy, shop-filled street in Baqouba. Casualties from the vehicle-born bomb blast, which targeted an Iraqi men waiting outside a police station to apply to join the police, overwhelmed Baqouba's hospital.

The blast, one of the deadliest single-bomb attacks since Saddam Hussein's fall more than a year ago, came just three days before the country is to convene a national conference that will choose an interim assembly - considered a crucial step toward establishing democracy.

Iraqi Healty Ministry spokesman Saad al-Amili, announcing the higher death toll, said that 56 people were wounded.

The videotape of the Somali, released by the Tawhid and Jihad group, was aired by pan-Arab TV station Al-Jazeera and showed three masked and armed militants standing behind a seated man waving a passport. Al-Jazeera's news presenter identified the hostage as Ali Ahmed Moussa and said the militants had threatened to behead their captive in 48 hours if the Kuwaiti company he works for doesn't meet its demands.

According to an Associated Press tally, he is the 22nd truck driver of about 70 people who have been kidnapped in insurgents' efforts to hinder reconstruction and drive out coalition forces.

Tawhid and Jihad - which means "monotheism and holy war" in Arabic - has claimed responsibility before for a number of bloody attacks and beheadings of foreigners it has abducted, including U.S. businessman Nicholas Berg, South Korean translator Kim Sun-il and Bulgarian truck driver Georgi Lazov, 30.

News of the latest hostage drama in Iraq followed Wednesday's announcement by another militant group that it had killed two Pakistani contractors hostage it had recently kidnapped who had worked for the Kuwait-based al-Tamimi group.

In a videotape sent to Pan-Arab TV station Al-Jazeera Wednesday, a group calling itself the Islamic Army in Iraq said they had carried out a threat to kill the Pakistanis because their country was discussing sending troops to Iraq. The newsreader said the video showed the corpses of the two men, but the station declined to show the footage.

The men were identified by Pakistan as engineer Raja Azad, 49, and driver Sajad Naeem, 29, both of whom worked for the Kuwait-based al-Tamimi group in Baghdad.

"Those who have committed this crime have caused the greatest harm both to humanity and Islam," a statement from Pakistani President Gen. Pervez Musharraf and his prime minister said Thursday.

Also Thurdsday, the U.S. military said fghting between insurgents and American forces west of Baghdad killed two U.S. Marines.

The two Marines died in clashes Wednesday in Anbar province, the statement said. The U.S. military had initially said two coalition troops were killed during heavy fighting Wednesday in the Anbar city of Ramadi, but it had declined to reveal their nationalities.

Multiple U.S. military camps in Ramadi came under mortar attack Wednesday and two U.S. helicopters made emergency landings after coming attack from small arms before returning their base, the military said.

The deaths of the two Marines takes the tally of U.S. personnel killed in Iraq to at least 908 since the war began, according to an Associated Press tally.

The Polish Defense Ministry announced that one of its soldiers was killed and six were wounded in a separate attack. The Polish casualties came when the troops were hit by shrapnel from a boobytrap set off by remote control, the ministry said.

Poland sent troops in support of the U.S.-led invasion of Iraq and now commands some 6,200 multinational troops in south-central Iraq from 16 countries, including 2,400 of its own.

The large number of civilian casualties in attacks has angered many and even raised questions on Islamic Web sites, where the morality of killing Muslims who work for U.S. coalition forces in Iraq has been debated.

In an audio recording posted Wednesday on one site, a speaker purported to be the spiritual adviser of an Iraqi insurgency group justified killing fellow Muslims when they protect infidels and also the deaths of bystanders in an attack.

"If infidels take Muslims as protectors and Muslims do not fight them, it is allowed to kill the Muslims," said the speaker, identified as Sheik Abu Anas al-Shami, spiritual leader of Tawhid and Jihad, a group led by al-Qaida-linked Jordanian militant Abu Musab al-Zarqawi.

The speaker also said that if Muslims who "mingled" among infidels were killed in an attack, that would be justified because killing infidels is paramount. The tape was recorded before the June 28 handover of power.

The attack in Baqouba targeted a police station, and many of the dead and wounded were among the hundreds of Iraqis gathered outside hoping to join the force, police said. The blast also ripped through a passing bus, killing 21.

Former First Lady of Somalia Dies in Columbus

COLUMBUS, Ohio - The former first lady of Somalia, Dalayad Haji Hashi Jama, has died in Columbus at the age of 72, family members said Wednesday.

They said Jama died in her apartment on Monday of complications from diabetes.

Jama was married to former Somali dictator Mohamed Siad Barre for 45 years. After he died in exile in Lagos, Nigeria, in 1995, she joined eight of her children in Columbus, which has the second largest Somali population in the United States.

Somalia was thrown into chaos in the aftermath of Barre's 22-year reign, which ended in 1991 in civil war between feuding clans and led hundreds of thousands of Somalis to flee the impoverished country.

Somalia has been without a government since Barre's ouster.

Columbus Somalis said Jama enjoyed a modest life despite being Somalia's last first lady.

"She was just a very kind, normal person who lived a quiet life in Columbus without privilege or prestige," said Yusuf H. Abucar, president of the Somali Community in Central Ohio.

As a first lady, Jama shunned the spotlight in favor of supporting her husband's advancing career, said her son-in-law, Abdi A. Omar, 52, of Westerville.

Jama fell in love with Barre in 1950, when he was a policeman under the Italian mandate over Somalia, Omar said. After independence in 1960, Barre became chief of police and was appointed vice-commander of the Somali army, then commander-in-chief in 1965. He took control of the presidency in a military coup in 1969.

Killing Rekindles Asylum Row

The news that a Somali asylum seeker was murdered shortly after the Dutch authorities sent him back to his native country has caused a stir in the Netherlands because he was one of some 26,000 asylum seekers the government decided to deport earlier this year.

On Wednesday, human rights organisation Amnesty International said that two men deported to Somalia had been killed shortly after arriving there. Although it was originally stated that the two men – both deported in May this year - had been sent back by the Dutch authorities, it later emerged that only one, Abdinassir Abdulatif, had previously resided in the Netherlands. The other man had requested asylum in Denmark.

Controversial plans
Abdinassir Abdulatif was killed in June on the streets of the Somali capital, Mogadishu. The news of his murder has again focused attention on the Dutch government's decision - approved by parliament earlier this year - to deport a total of around 26,000 failed asylum seekers. That decision quickly met with sharp criticism from human rights and refugee organisations both at home and abroad, also sparking a campaign in the Netherlands itself for a general amnesty for the entire group.

Annemiek de Wit of the Dutch Centre for Political Refugees believes the authorities ought to be more cautious about the kind of situations they are sending people back to face:

"I think they are aware of it. But when you just return people to a transit country, and you leave them there, and nobody knows where they end up, then I think you're doing something wrong."

In some countries, the very fact that people have often spent prolonged periods living in a rich western nation makes them a clear target for violent crime. Annemiek de Wit says this is indeed so in the case of Somalia:

"People there try to survive, and they know immediately if you come from Western Europe. So, if you come from the Netherlands, you are a target for them because they believe you have money".


In June this year – unaware of the murder of Abdinassir Abdulatif - three other Somali refugees filed objections to their planned deportation from the Netherlands, citing the unsafe situation in their native country. As a result, the Dutch authorities have since temporarily halted the repatriation of people to Somalia.

A case apart
Ms De Wit estimates that the group of 26,000 asylum seekers covered by the Dutch government's deportation plan includes around 450 to 500 people from Somalia. And if the plan eventually goes ahead, she believes they will be at particular risk:

"Somalia is something special, because there is still no government. In some parts they have some administration, there's another part – Somaliland – which has some kind of government."

She argues, however, that the Netherlands has not been sending refugees back to the relatively safety of Somaliland:

"because they know that Somaliland will not accept people who have been in the Netherlands for more than three years, they don't accept EU documents, etc. So, they just try to send them back to places, to regions, where there is less administration, so that they can just sneak into the country, and that's it. But then, when you can't go back to a place where your own people are – if you still have them – you are always a target."

Technology Vital For Africa

Johannesburg - Information communication technology (ICT) is vital for the development and integration of Africa, and for preparing the continent's youth for participation in emerging economies, a Nepad commissioner said on Wednesday.

Henry Chasia, a commissioner of the New Partnership for Africa's development, was addressing a workshop in Johannesburg on developing an ICT infrastructure for eastern and southern Africa.

Chasia said that the continent's ICT projects had now developed to the stage where it was essential to co-ordinate plans to avoid duplication.

These projects, intended to link Africa with Europe and the rest of the world and reduce the costs of communication, included the development of submarine fibre-optic cables and satellite networks.

Chasia, who is the executive deputy chairman of Nepad's e-Africa Commission, said the workshop also hoped to discuss ways of using the spare ICT capacity of private companies.

John Nasasira, Uganda's minister of works, housing and communications, told delegates: "If I want to talk to the DRC (Democratic Republic of Congo), our neighbour, I have to go through Europe and if Europe says no, I can't talk to the DRC.

"These are very serious issues," said Nasasira. "There has been a big effort to make Africa managed by Africans... The political people have done their part, but now it is time for the technical people to make Africa African," he said.

Linking Africa to the rest of the world

The e-Africa Commission is the task team responsible for driving the ICT programme of Nepad.

According to papers at a meeting on the subject in Morocco last October, the commission's programme includes putting in place the infrastructure for an e-schools project which, within five years, aims to make each youth graduating from an African high school ICT-literate.

It also want to ensure that all African countries are connected to a broadband fibre-optic cable system, that also links Africa to the rest of the world.

A submarine fibre-optic cable already connects African countries on the west coast, from Senegal to South Africa. Countries on the Mediterranean coast and Red Sea down to Djibouti are already connected to existing international submarine cables.

There was now an urgent need to connect countries and islands along the east coast of Africa to a new cable linking South Africa to Djibouti, the papers said.

Africa's east coast is the only coast in the world without a submarine fibre-optic cable, leaving the continent reliant on more expensive satellite technology for data links, according to an article in Kenya's East African newspaper last year.

The link up the African coast is reported to be at Mtunzini on the KwaZulu-Natal north coast, and resume in Djibouti.

Sanctions Against Absent Somali Faction Leader Urged

NAIROBI, July 28 (Xinhuanet) -- The Inter-Governmental Authority on Development (IGAD) member states has been urged to impose sanctions against a Somali faction leader for refusing to rejoin the ongoing national reconciliation conference in Kenya's capital Nairobi.

"The Facilitation Committee condemn in the strongest terms the absence and activities of Morgan and call upon the whole region to apply smart sanctions which would deny him entry into any of the IGAD countries," Bethwel Kiplagat, chairman of the IGAD Facilitation Committee said in a statement issued here Wednesday.

Mohamed Siad Hersi 'Morgan' is the only faction leader, who signed the Somali ceasefire accord in Kenyan western town Eldoret in 2002, to be absent from the final phase of the Somali peace talks in Nairobi.

A former strongman in southern Somalia's Juba Valley region, Morgan was deposed by the rival Juba Valley Alliance militia in 1999, but is currently believed to be organizing a counter-attack to regain the region.

The mediators have urged the delegates to honor a July 31 deadline set by IGAD for the end of Phase III, the last stage of the peace talks.

The foreign ministers of member states of the regional mediating body, IGAD, who met in Nairobi mid this month, said Somalia's proposed transitional federal parliament will be inaugurated on 30 July in the Kenyan capital.

They called for transparency in the process of distributing seats and selecting members of the proposed Somali Transitional Federal Assembly.

Somalia has been without an effective government since 1991 when the regime of Muhammad Siad Barre was toppled and the country plunged into anarchy and violence.

IGAD groups Djibouti, Ethiopia, Eritrea, Kenya, Sudan and Uganda. Somalia is also a member, but is not fully represented dueto lack of a functioning government.

The IGAD-sponsored Somali National Reconciliation Conference began in October 2002 in Eldoret, and was moved to Nairobi in February 2003. Enditem@

Somalia Edges Closer To Lasting Peace

Nairobi - Somali peace efforts have made good progress after a waning of regional rivalries curbed months of damaging interference by neighbouring states, diplomats say.

Defying a multitude of sceptics, a new clan-based administration could be installed in chaotic Mogadishu in weeks, some of the diplomats and analysts say. This would restore government to the only country without one, and revive international interest in a nation long a byword for anarchy.

The easing of an old rift between Ethiopia and Djibouti, competitors for influence in the Horn of Africa country of seven million, is the main factor behind a marked improvement at 20-month-old Somali peace talks in neighbouring Kenya, they say.

"There is a new spirit of co-operation between Djibouti and Ethiopia which is helping me quite a lot," said Kalonzo Musyoka, a top mediator and a former Kenyan foreign minister.

"The Somalis used to play Ethiopia against Djibouti. Now we have made it clear that we have decided to act as one."

Somalia descended into anarchy after warlords ousted then military ruler Mohammed Siad Barre in 1991.

Major nations are repelled by its image as a quagmire in which American forces floundered a decade ago, and United States officials regard it as a safe haven for Islamic militants because it has lacked an effective central government since Barre's overthrow.

But factions are now on course to agree a successor administration to a weak Arab-backed transitional national government whose mandate expired in 2003, envoys say.

Mediators Express Concern over Somali Warlord's Absence from Peace Talks

Mediators in talks to end Somalia's 13-year civil war say efforts to install a new clan-based transitional government are finally making progress. At the same time, the mediators say they remain deeply concerned about the continuing absence of one key factional leader from the talks and reports indicating that he has recently purchased new arms for his militia.
Mediators for the seven-member regional Inter-Governmental Authority on Development, better known as IGAD, say there has been a new spirit of cooperation at the 20-month-old talks in Kenya. Delegates from various Somali factions have been trying to meet a July 31 deadline to form a new five-year transitional government.

The mediators say a major reason for the change is that growing economic ties between Ethiopia and Djibouti appear to have eased their political rivalry in recent months.

Both Horn of African countries, which are members of IGAD, have been accused of trying to influence the outcome of the talks by frustrating the peace process. At various times, representatives of both nations have staged temporary walkouts, prompting Somali groups aligned with them to walk out as well.

With tension easing in the Horn, Kenyan mediator Bethuel Kiplagat says Somali clan leaders are finally showing a genuine desire to form the country's first functioning government since 1991.

The idea is to create a clan-based, 275-member Parliament. The Parliament will then select a president which will lead the country to elections after five years.

But Mr. Kiplagat notes that there is one powerful warlord who has shown little interest in the political process.

"Every important Somali faction leader, warlord, is here in Nairobi. It's only Morgan who is away," he said.

The Kenyan diplomat is referring to General Mohammed Hersi Morgan, a much-feared warlord who operates out of the key Somali port town of Kismayo.

IGAD mediators have called for regional sanctions to be placed on General Morgan, who is believed to have recently purchased arms for his militia. Mr. Kiplagat will not confirm that report, but he says the warlord does appear to be trying to derail efforts to stabilize Somalia.

"He may be organizing, perhaps to launch campaigns which will not be conducive at all to the peace process here. He may well be mobilizing for war. We don't know," he said.

Mr. Kiplagat predicts Somalia's transitional federal government will be formed, even if General Morgan chooses not to participate. After 13 unsuccessful attempts in the past decade to bring peace to Somalia, IGAD mediators say they have no intention of failing again.

Proposed Government Must Respect Human Rights

Somalia's proposed transitional government must be committed to respecting human rights, ending abuses and bringing to book perpetrators of past crimes in a country wracked by factional warfare for more than a decade, Amnesty International (AI) said on Wednesday.

The human rights watchdog's appeal came as the Somali National Reconciliation Conference drew close to creating a transitional federal government that is expected to end 13 years of anarchy and violence that have plagued Somalia since the collapse of the regime of former president Mohamed Siyad Barre in 1991.

The peace and reconciliation conference being held near the Kenyan capital, Nairobi, had entered the final phase of discussions on the formation of an all-inclusive Transitional National Assembly (TNA), which would elect a president, who would in turn appoint a prime minister to form a government.

The delegates at the peace talks, who included various political groups and faction leaders, were expected to select members of the TNA.

"A new government will be under obligation to respect the Universal Declaration of Human Rights and international and regional human rights treaties and conventions, particularly those signed by previous governments of Somalia," AI said in a statement.

"Somalia's new government must be committed to human rights and make a clean break with the gross abuses of the past 30 years, even though some of the perpetrators are still dominating the power-sharing. New human rights abuses must not be tolerated and those responsible for war crimes and crimes against humanity, committed in the past, must be held accountable," it added.

AI appealed to the international community to give "firm and generous support" for human rights and reconstruction in Somalia. It called for the appointment of a United Nations human rights adviser for the country.

"A UN human rights adviser for Somalia is urgently needed. Measures should be taken to implement the frequently violated UN arms embargo and disband faction militias. Child soldiers should be demobilised and rehabilitated," said AI.

It called for the creation of safe conditions in Somalia before the return of refugees who fled the insecurity that followed the collapse of the state.

"Conditions for safe return and sustainable livelihood for refugees will require major improvements in security, safe humanitarian access and substantial post-conflict reconstruction," it said.

"There must now be a clear end to the arbitrary killings of civilians, kidnappings, rape and looting, which are still being carried out with total impunity by faction militias and gunmen. The resumption of statehood must guarantee human rights and personal security for all citizens, as they regain a recognised citizenship and return from isolation to the world community of nations," it added.

It said that those entrusted with the responsibilities of government in the transitional period should make it clear that they intended to promote and protect human rights. "New conflicts between local communities, clans or regions must be prevented. New violence and abuses must not be tolerated," said AI.

CMI Halts Registration of Somalis

THE Chieftaincy of Mili-tary Intelligence (CMI) has halted the registration of Somali refugees, which was being conducted by the Somali Community in Uganda Association.

This follows complaints lodged by Din Hassan, chairperson of the rival Ugandan Somali Commu-nity for Culture and Welfare, who alleged that the Somali Community in Uganda Association was using CMI operatives to intimidate, harass and coerce Somali refugees to register.

"They have been forcing refugees to register and at a fee of sh10,000, saying those who refuse to register will be branded terrorists," said Hassan on Saturday.

"Refugees are poor people. They don't work and many, especially women, have been complaining to me that they cannot afford the fee," he said.

CMI chief Col. Nobel Mayombo said, "That's not acceptable. No CMI staff is allowed to register refugees at a fee. Let the Somalis come and report to us. We shall arrest those claiming to be our staff."

Djibouti Worries over AIDS from Ethiopia

DJIBOUTI (Reuters) - On a humid night, a stone's throw from Djibouti's thriving port, 22-year-old Helen is competing with other tactile young women at the half-lit Calypso Bar to catch the client's eye.

Competition is plentiful, but in her revealing red top, Helen still makes a better living as a prostitute here than she would in her poverty stricken homeland.

"I will return to Ethiopia when I am rich", she said, comparing the monthly 100,000 Djibouti Francs that she makes each month with the prospect of unemployment back home.

In the Calypso's restaurant next door, Yussuf, a Djiboutian civil servant, is drinking a beer, watching Ethiopian satellite television and following the girls with his gaze.

"They are poor! If you offer 5,000 to have sex without a condom, they will accept immediately," he said.

Ethiopia, Djibouti's neighbour, faces an alarming spread of the HIV/AIDS pandemic with an estimated 1,000 people infected each day. About three million of Ethiopia's 67 million people are already infected, giving the Horn of Africa country one of the largest caseloads in the world.

PROSTITUTES FUEL SPREAD

While the estimated spread of HIV in Djibouti is still low, only 2.9 percent of adults aged 15 to 49 are infected, authorities are concerned that prostitutes arriving from Ethiopia could fuel an increase in what experts call the HIV rate of prevalence.

"We cannot control HIV in Djibouti unless we control it in Ethiopia," said Dr Mohamed Ali Kamil, director of the Health Ministry's Prevention Department.

"When prevalence is higher than one percent, we call it a generalised epidemic, and to see a young man dying of AIDS is very disturbing."

In September 2003, Djibouti expelled 100,000 immigrants, most of them from Ethiopia working as labourers and sex workers. Officials say some of those have returned to work at night clubs and other place of entertainment.

Ethiopia accounts for 60 percent of the trade that passes through Djibouti's booming port.

The porous border between the two countries means that an estimated 40-50 percent of tuberculosis patients in Djibouti come from neighbouring countries in search of better treatment.

To increase awareness, aid agencies such as Save the Children and UNICEF are distributing information about HIV/AIDS at the places where Ethiopians have the first contact with Djibouti, such as at the port and truck stops for Ethiopian drivers coming into the country.

CONDOMS

The rising concerns of the Djibouti government are more dramatically revealed in a 2002 ministry of health study which shows a much higher prevalence rate of 5.6 percent for people in the 15-29 age group, where sexual activity with multiple partners is at its highest and HIV infection numbers begin to increase exponentially.

The survey also found out that for 50 percent of Djibouti men, their first sexual experience was with somebody other than a wife or fiancee.

According to Aicha Ibrahim of the United Nations Population Fund (UNFPA) those who have sex rarely use condoms.

"Use of the condom is not automatic, not systematic, even if they are available in pharmacies," Ibrahim said.

About 90 percent of the HIV-Infected people in Djibouti, a small country of some 600,000 people, live in Djibouti District, in or near the capital, officials say.

To curb the spread of the disease the government's strategy is to focus on prevention, said Kamil.

In May 2003, the World Bank approved a $12 million grant to Djibouti to help change sexual behaviour.

The funds have also helped to enable all the ministries to develop their own HIV/AIDS programme, coordinated, ultimately, by the prime minister.

In addition the ministry of health distributes anti-AIDS drugs at the capital's Peltier Hospital, while the ministry of communication publishes lengthy articles and slogans to educate the people about the dangers of HIV/AIDS.

Experts are also studying the impact of female genital mutilation on the spread of HIV/AIDS in Djibouti.

Aid workers estimate that 95 percent of women in Djibouti have undergone female genital mutilation, significantly increasing the likelihood of HIV transmission.

"The links between FGM and HIV have barely been researched," says Thomas Davin, Programme Officer at UNICEF, "But there is clear evidence of a link".

Two Ottawa Somali Students Make History

Abdirahman Mohamed Mao and Abdihamid Mohamed Mao became the first Somali students to graduate from Hillcrest High School in only three years for a program which aimed to be finished in four years. Abdirahman Mohamed Mao and Abdihamid Mohamed Mao arrived in Canada (Ottawa) as a landed emigrant in June 1993.

In September of 1993 they have attended Vincent Massey Public School as grade one students. With hard work and dedication, both brothers successfully completed Elementary school at the top of their classes.

In September of 2001, they have started their secondary schooling at Hillcrest High School. With their great determination and commitment, they have successfully completed high school in only three years unlike the normal four years.

They both maintained high honours in all of their classes in the three years of study and remarkably received their high school diploma in June of 2004.

Abdihamid and Abdirahman now got accepted into the University of Ottawa in the Faculty of Science and they hope to one day get into Medical School Insha Allah (by Allah’s Will).

Both brothers believe that they could not have done it without their parents’ constant support and guidance. They love their parents dearly and want to thank them for pushing them to be the best they can be and providing a wonderful family.

At the Crossroads of Failure

The protracted and often acrimonious proceedings of the 14th Somali peace and reconciliation conference at Embagathi, Kenya, is finally winding down to its eventual fait accompli. Twenty months into the making, the stark reality facing Walaweynian Somalis is another failed attempt at peace- making - not any different than the thirteen previous conferences. The international community and the regional governments provided both the moral and material support to bring back some semblance of human civility to the chaos of Walaweynian Somalia.

Unfortunately, the parties to the conflict do not have the ethical and moral integrity and/or the credibility to engage themselves in a genuine and sincere dialogue to settle their dispute at the negotiating table. The failure of all these never-ending conferences are basically the culture of the society. It is a culture that rejects any sense of responsibility for its behaviour. The irony is this: The architects who engineered the demise of the old Somalia are negotiating to resurrect a new nation from the ashes of the old one!

The Aftermath of Arta Fiasco

The undeclared agenda of the Arta peace conference of 2000 was based on a rather erroneous political gamble based on the premise that if the Hawiye, according to Salad Qassim's contention, are granted the position of life-time presidency, the rest of the Somali clans will immediately fall in line and the Somali conflict will be over within months. Of course, that was a very naive and short-sighted miscalculation by the new elder statesman of the region. Four years later, Salad Qassim has proven himself to be a character of no credibility with his own Hawiye clan.

The rest of Southern community withheld their support and collaboration with Mr. Qassim's made in Djibouti transitional national government. That is why Mr. Qassim's administration is confined to mere 1km by 1.235km area in north Mogadiscio. This boils down to the fact that the man lacks the basic credentials to run a modern nation state.

Prelude to the 15th Peace Convention

To shore up the sagging fortunes of the Embagathi convention, Mr. Abdulrezak Haji Hussein and his sidekick offered the former of the Somali National Movement the presidency of upcoming Somali state. The objective was to create suspicion, uncertainty, and chaos in Somaliland.Once that attempt has backfired, the former Prime Minister has set his real intentions in motion. In a recent article, Mr. Abdulrezak wrote, " The Darood and the Hawiye clans should relinquish the position of the presidency and the office of the prime minister in favour of other clans." On the surface, it is a categorical admission that the root cause of the current quagmire in Southern Somalia, as well as the ultimate failure of the Somali state, has been mainly due to the irreconcilable and always antagonistic political ambitions of the said two communities. A coronation of sorts, shall we say, for some at the twilight of his political dreams and a point for political pundits and historians to ponder for years to come.

However, the flipside of the ex-prime minister's statement is a carefully well-timed prelude to a much sinister and a farreaching hidden agenda. The corollary to Abdulrezak's article is this: Tthe rivalary between our two communities has failed to accomodate each other; let us entice the Isaq group to act as bulwark between us; let us explore this option for the last time."

This article has definitely refocused the disarrayed and hapless Somali pseudo-politicians. It surely has revitalised the moribund quasi-intellectual communities with an unprecedented sense of duty and responsibility to the suffering of the Somali people. This new-found dose of latent energy is reawakening the hypernating Greater Somalia dream. The hordes of people heading for Mogadiscio these days is a direct response to this bold new intitiative from the former prime minister. The message has really struck a raw nerve.

To evade and avoid the suspicion and wrath of the regional neighpors, this new masquerade is camouflaged and billed as the beginning of a new construtive dialogue initially between Somaliland and Somalia. This process will be eventually expanded delegates from the Northern Frontier District of Kenya, the Eastern Hararghe region of Ethiopia, and the Republic of Djibouti. The Arab League ( via the Egyptian government) is the financial backer of this new radical initiative. This idea has been circulating around for a while. Now, it is gaining urgency as well as momentum simultaneously and it is intended to break the cycle of missed opportunities.

The aim and the sole objective of this new dispensation is to short-circuit Somaliland's rendezvous with its manifest destiny: the destiny to chart our own course regardless of the wishfull dreams of our southern neighbours.Walaweynian Somalis will go to any extreme to blame their incompetence on the absence of Somaliland from the negotiating table.

To our walaweynian neighbours to the south i shall say: the drumbeat of the sanctity of somali unity is resonating periodically across the landscape. for those of you who are still looking for the holy grail or king solomon's ring,the search is gradually winding down to empty handedness on both counts. this is what you have to reckon with:

Why did the Somali state fail in the first place? Who is responsible for this failure? Siad Barre alone is not the culprit. Those who promoted him to become the commander-in-chief of the armed forces and later encouraged him to overthrow the civilian government, are equally responsible as well.

Ahmed The Agony Uncle

Big Brother loser Ahmed Aghilis might not have been known in the house for his winning ways with the opposite sex but he reckons he could teach others a thing or two.

The bad boy of Big Brother, who was booed when he left the house, is going to counsel listeners with relationship problems on a late night radio show.

In Late Night Love, which is broadcast on 31 radio stations across the country, Ahmed will give advice to callers who need help sorting out their love lives.

The Somalian-born 44-year-old, who is filling in for Graham Torrington while he is on a week's holiday, will also play two hours of love songs and record dedications from listeners.

A spokeswoman for The GWR Network said: "Ahmed is such a controversial character.

"It will be interesting to see how he deals with people pouring out their hearts to him.

"We reckon he might be a romantic at heart."

Ahmed has been unlucky in love, having split from his wife of 18 years, Fouziya, last year.

The couple, who have two children, are thought to be on the verge of a reconciliation, however.

Ahmed and Fouziya fled to Kenya after the outbreak of the Somalian civil war, then made their way to the UK where they were eventually granted asylum in 1996.

Somali Businesses Settle for $100,000

Two months after the Sept. 11 terrorist attacks, federal agents without a search warrant raided a Rainier Valley money-transfer office suspected of funding al-Qaida. The agents also stripped the stock of a grocery and gift shop in the same building -- carting off everything from frozen meat to toilet paper.

Apparently, it was all a mistake.

In a settlement reached last week, the government agreed to pay the Somali immigrants who owned the stores $100,000. The settlement does not include an apology or an admission of liability.

No criminal charges were ever filed as a result of the raid. Now the government says the raid represented the "unfortunate consequences" of the war against terrorism.

Several days after the Nov. 7, 2001, raid, the government told Abdinasir Ali Nur, owner of the Maka Mini Market, and Abdinasir Khalif Farah, owner of the gift shop, that they could come collect their goods from a warehouse. But by then, the meat had been dumped and much of the food was spoiled. Other merchandise was damaged. The pair rented trucks at their own expense and, with the help of Somali friends, began the arduous process of putting their stores back together again.

The grocery, despite sustaining thousands of dollars in damage, is still in business. But the gift-shop owner "had to go out of business," said his attorney, James Donohue. "From his perspective, he was forced out of business," said Donohue, who represented Farah for free as a representative of the American Civil Liberties Union.

Through the ACLU, the two Somali men released a statement yesterday saying that the settlement is "a matter of fairness."

"The government raided our businesses even though we had done nothing wrong. Our stores were closed, our goods were spoiled and our reputations were damaged. Receiving compensation cannot make up for all of this, but we do feel that some justice has been done," they said.

They thanked their fellow Somalis, churches, other organizations and even strangers who helped them. "We look forward to continuing to serve the Somali community and others in Seattle. And we look forward to living our lives in peace."



Immigration and Customs Enforcement spokeswoman Virginia Kice said yesterday that "cutting off the flow of money that supports terrorist activities continues to be one of ICE's top priorities. In the course of enforcing these laws -- in rare instances -- there may be unfortunate consequences. That's why the law provides a means for people to seek compensation for harm or damage."

But Doug Honig of the ACLU called the raid on the minimart and the gift shop "heavy-handed" because it amounts to "targeting innocent people who end up being considered as collateral damage."

The focus of the investigation was Barakat, the wire-transfer business that catered to Seattle's Somali community and sent money to relatives back in Africa. Agents believed the business might have been involved in laundering money for Osama bin Laden's terrorist network.

Donohue, who became more active in the ACLU in reaction to the governments response to Sept. 11, said, "We are losing individual liberties as a result of fear and overreaction to 9/11 .

"We certainly understand the need for the government to act if those allegations were correct," Donohue said. "But in this case, what the government should have done is gone to a local federal judge and asked for a warrant to permit seizure of materials. Instead, this was a warrantless search done under administrative authority. I believe if they had gone to one of our federal judges, the judge probably would have issued a warrant, which would have restricted the seizure to the wire-transfer business. Instead, what happened is that agents took out all the groceries freezers, the meat in the freezers, soda machines, clothing, everything.

"We asked why did you take everything out. They have not given us an explanation for that."

Donohue said an economist considered the loss of merchandise, business and good will to arrive at the settlement figure, of which $75,000 will go the market owner and $25,000 to the gift-shop owner.

INTERVIEW-Somali Telecoms Boom without Government

PORT LOUIS, July 22 (Reuters) - The telecoms sector in war-torn Somalia is surging even though the Horn of Africa country has had no government for the past 13 years, a senior industry official said on Thursday.

Somalia descended into anarchy when dictator Mohammed Siad Barre was toppled in 1991, leaving it without central government. It is split between two self-declared enclaves in the north and a patchwork of quarrelling fiefdoms in the south.

"When there was a government from 1960 to 1991, Somalia had about 17,000 fixed lines," said Abdigani Jama, secretary-general of the Dubai-based Somali Telecom Association, set up by the International Telecommunications Union (ITU) and United Nations.

"Somalia now has about 112,000 fixed lines as well as about 50,000 mobile subscribers," Jama told Reuters in an telephone interview from Dubai.

The telecoms industry emerged when local entrepreneurs, educated in the west, returned home and tapped into the market when they realised its potential, Jama said.

"It started with about 11 operators but this has now shrunk to eight major operators and we expect it to shrink further to about five or six," he said, adding that many small companies had either merged or were bought out by larger players.

Local operators had invested about $68 million since 1991, setting up fixed lines in all 18 regions of the country, despite it being divided and under the control of powerful warlords.

Jama attributed the boost in Somalia's telecoms sector to the absence of government red tape as well as Somalis' natural entrepreneurial spirit, but said a central government was necessary if the sector was to develop further.

"We need a government to regulate and provide necessary legislation as well as ensure security and peace which would attract much-needed foreign investment to the sector," he said.

The Somali telecoms industry has no foreign players due to instability and routine clashes between warlords. It also lacks human resources as many qualified engineers have fled the country due to the conflict.

But a lack of government had not prevented operators from different fiefdoms working together to reach remote areas of the country and provide a service to its 10 million people.

"Telecommunications is the backbone of everything -- trade, investment, health and education -- and the development of this industry and has helped ordinary Somalis," he said.

Clans Yet to Agree On Sharing Seats

A day after the deadline for all Somali groups to show mediators at a reconciliation conference how they would share seats in a proposed parliament, delegates from two of the country's four major clans were still haggling over how to distribute the posts, sources close to the mediators said.

"If the Darods and Dirs don't present their distribution lists [to mediators of the regional Inter-Governmental Authority on Drought and Development (IGAD)] by Thursday, the Arbitration Committee will be asked to do it for them," the source told IRIN.

Foreign ministers of IGAD member states, who met in Nairobi on 15 and 16 July, had given all clans until 20 July to hand in their lists showing how the seats they had been allocated in the proposed 275-member Somali Transitional Federal Assembly would be distributed among their subclans.

The ministers have scheduled the inauguration of the parliament for 30 July in the Kenyan capital, Nairobi.

Each of Somalia's four major clans has been allocated 61 seats in the proposed parliament, while an alliance of minority clans will have 31 MPs. A Speaker and two deputy Speakers to be elected from among the parliamentarians will preside over the election of the president.

Two clans, the Hawiye and the Digil-Mirifle, have already presented their lists to the IGAD Facilitation Committee which is steering the Somali peace process. The Arbitration Committee had also drawn up the list for the alliance of minority clans, the source said. The subclans would be required to nominate members to fill positions allocated to them - another potentially contentious process.

The source told IRIN on Wednesday that subclans among the Darod and Dir clans had so far failed to agree on how to share the seats set aside for them. "It is an intricate process, during which some subclans complain that they are not being given enough seats," he said.

The mediators have urged the delegates to honour a 31 July 2004 deadline set by IGAD for the end of Phase III, the last stage of the peace talks.

Somalia has been without an effective government since 1991 when the regime of Muhammad Siyad Barre was toppled and the country plunged into anarchy and violence.

IGAD groups Djibouti, Ethiopia, Eritrea, Kenya, Sudan and Uganda. Somalia is also a member, but is not fully represented because it lacks a functioning government.

The IGAD-sponsored Somali National Reconciliation Conference began in October 2002 in the western Kenyan town of Eldoret, and was moved to Nairobi in February 2003.

Former President of Somalia FA Banned 10 Years by FIFA for Corruption

ZURICH Reuters) Farah Addo, a former president of the Somalian Football Federation and critic of FIFA president Sepp Blatter, has been banned from soccer for 10 years after being found guilty of corruption by the world governing body.

Addo took money provided to the Somalian federation as part of FIFA's financial assistance programme and used it "partially for his own interests," FIFA said in a statement released on Thursday following a disciplinary committee meeting.

He was fined 50,000 Swiss francs ($40,030) and ordered to pay a further 50,000 francs to cover the costs of the proceedings at FIFA's headquarters in Zurich.

FIFA has also instructed the Somalian federation to recoup from Addo the money paid by FIFA.

In January 2003, Addo was given a two-year ban from soccer following comments he made in February 2002 about irregular financial practices he claimed were intended to assist Blatter's election to the FIFA presidency in 1998.

Somali's War Fuelled By Militias Preying On Wealth

Nairobi, Kenya, 07/20 - Somalia has become a "magnate for predatory militias" because of its advanced state of urbanisation coupled with conflicts over resources in Mogadishu, its administrative capital, says a report released here Monday.

The Centre for Research and Dialogue (CDR), which conducted an 18-month study over 8,500 km in Somalia, blamed politicians preying on the kinship-based and pastoralists` social structures for fuelling insecurity among the various clans after the collapse of democracy in 1969.

Kenya`s Special envoy to Somali peace talks, Bethwel Kiplagat, who heads the Inter-governmental Authority on Development (IGAD) team mediating the peace talks aimed at bringing a lasting peace to the war ravaged Somali republic, released the study`s findings.

"The Somali crisis is the product of multifarious, inter-linked causes, as diverse as the lingering effects of colonisation the dislocation of forced urbanisation and the stresses of globalisation," said CDR`s director Jabril Adbulle after the report`s release.

"This report is unique because it offers an unparalleled snapshot of Somali today, the reasons to lament as well as the causes for hope, of which we feel many people are unaware," he said.

The report, in which the UN is a significant contributor, examines the origin of the long-winding conflicts over pastures, resource-based conflicts, which it identifies as an integral solution to the volatile environment that threatens the lives of ordinary Somalis.

According to the document, the situation in Somalia worsened when the government of General Mohamed Siad Barre collapsed in 1991, leaving abundant quantities of arms, including anti-aircraft batteries, light gunboats, rocket propelled grenades, anti-tank launchers and crew-served machine guns in the hands of rebel insurgents.

The report accuses the "recalcitrant political leadership" of being behind the previous Somali government`s failures to provide adequate security during the Horn of African nation`s limited days as a democracy and the ensuing military coups that abated insecurity.

"As violence escalated, many civilians rallied against the armed the rebel movements or sought to acquire their own weapons to better defend themselves as their property and perceived clan interests," said the report jointly prepared by CDR and WSP International, a body working on overcoming conflicts and building lasting peace in the world.

The report comes ahead of the installation of the new Somali government in early August, a development the IGAD mediators in Nairobi believe would be achieved after the completion of of an ongoing election for the 270-member Somali parliament, currently dogged by inter-clans feuding.

"We felt this (report) was a crucial step at this time because of the on-going peace talks," said Abdulle.

He said the document is intended to show the (Somalis) the fruits of their support and to provide further incentives to delegates of the Somali National Reconciliation Conference taking place in Mbagathi in the outskirts of Nairobi city.

High Child Malnutrition and Mortality Due To Food Shortages

NAIROBI, 20 Jul 2004 (IRIN) - Deteriorating food security has resulted in high malnutrition levels and child mortality rates in both southern and northern Somalia, according to the UN Food and Agriculture Organisation (FAO).

Five rapid nutrition assessments carried out by various humanitarian agencies in the southern Juba riverine zone since September 2002 had revealed serious malnutrition, much of which manifested as oedema and high mortality rates, FAO's Food Security Analysis Unit (FSAU) said in its nutrition update for June and July.

It said a nutrition survey conducted in May this year among children aged between six and 59 months in the Juba riverine livelihood area had shown global acute malnutrition of 19.5 percent and severe acute malnutrition of 3.7 percent. About 79.8 percent of the malnourished children were members of Bantu households, according to the survey.

Diarrhoeal diseases and malnutrion were identified as the leading causes of death among children aged below five years, with diarrhoea killing 30 percent of the children and malnutrition blamed for 22 percent of the child-mortality rates in the Juba River valley.

"Vulnerability within the southern Juba riverine livelihood group is increased by lack of livestock, subsistence farming and a fragile social support network system with limited access to remittances," the FSAU report said. "This problem has been exacerbated by civil unrest in the district," it added.

FAO said preliminary results of a nutrition survey carried out among children aged between six and 59 months between 29 May and 8 June, 2004 in the northeastern Sool plateau, an area comprising the regions of Sool, Sanaag and Bari indicated a global acute malnutrition rate of 13.7 percent compared to 12.5 percent in May 2003 and a severe acute malnutrition of 3.1 compared to 1.8 percent in 2003.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported last month that widespread and severe food shortages had continued to affect people in the northern pastoral and southern agricultural areas of Somalia as a result of prolonged drought.

Many parts of the agricultural areas of southern Somalia had reported total to near-total crop failure due to lack of adequate moisture to sustain the crops, OCHA said in its June update on the humanitarian situation in the country. FSAU predicted a cereal shortfall of about 70,000 mt.

According to OCHA, meagre rainfall in the northern and central regions had led to haphazard migrations by some pastoralists, while others had either been unable to move with their animals without becoming destitute.

It said field reports covering pastoral areas in the north continued to indicate a deteriorating food- and livelihood-security situation, particularly in the Hawd of Toghdeer, the Sool plateau, northern and southern Nugal, southern Bari, Mudug and Galgadud, it added.

The drought had affected about 200,000 people in the north, of whom more than 93,000 were in humanitarian crisis, following a total collapse of their livelihoods. It had been hoped that the long rains this year would provide relief to the pastoralists, who had undergone seven seasons of inadequate rainfall, but the season ended early with poor precipitation in May and June, OCHA said.

To respond to the crisis, aid agencies were appealing for US $119.1 million to finance humanitarian operations in Somalia this year, saying funding requirements had risen owing to the unforeseen drought in the north and deteriorating food security in parts of the central regions.

The agencies had, in their Consolidated Inter-Agency Appeal earlier this year, asked for US $110.6 million, of which donors have so far contributed just $27,878,685 (about 24 percent of the total requirements).

Djibouti: Female Peer Educators Trained On HIV/Aids

The Djiboutian ministry for the promotion of women is conducting training programmes on HIV/AIDS for female peer-educators, saying it is mainly targeting young women who are most vulnerable to infection.

Amina Abdi, the ministry's HIV programme manager, told PlusNews on Monday, at the end of a three-day seminar to train 20 educators, that her ministry's HIV/AIDS programme would support behavioural change among young Djiboutian women.

"Young women aged between 16 and 27 are the most vulnerable. They are sexually active, often without work, they have low levels of education, and a low knowledge of HIV/AIDS. All these factors lead them to have occasional sexual relationships with different partners," Amina said.

The peer-educators were selected from all over the capital, Djiboutiville, and are expected to use the skills learnt during training to educate their peers on the dangers of HIV/AIDS.

A March 2002 survey showed that the national HIV-prevalence rate in Djibouti was 2.9 percent of the population of 600,000 - a figure which the country's health authorities say is low by African standards, but represents a generalised epidemic. The survey also showed that 90 percent of those infected lived in Djiboutiville, and that women were more affected than men.

It also showed that less than half the population knew that condom use reduced the risk of transmission. Less than 1 percent rejected two false suggestions that mosquitoes and kissing could transmit HIV, or knew that somebody who did not show obvious signs of infection could still pass on the virus.

The training was funded under a US $12 million grant from the World Bank to fight HIV/AIDS, other sexually transmitted infections, malaria, and tuberculosis, mainly through behavioural change and other multisectoral strategies. As part of these strategies, key ministries have their own anti-HIV/AIDS programmes coordinated by an executive secretariat and an inter-ministerial committee.

In June, the communication and culture ministry announced plans to involve journalists more actively in fighting the disease. Speaking at a seminar for journalists in Djiboutiville, Minister for Communication and Culture Rifki Abdoulkader Bamakhrama said the seminar was the first step in his ministry's national programme to combat HIV/AIDS.

Former Somali Judge Deported

WASHINGTON - A former Somali military judge accused of war crimes has been deported from the United States, immigration officials said Monday.

In a separate action, a former member of the Nicaraguan Sandinista military was arrested in Miami, the Immigration and Customs Enforcement agency also said in the announcement.

Both cases are part of the agency's initiative to deny refuge to those accused of international human rights violations.

Abdi Ali Nur Mohamed, known as Judge Nur, was deported Thursday to an African country other than Somalia, though the agency did not specify which one. He had been in U.S. custody since a federal judge in San Diego ordered him deported in June 2003, which officials said marked a first for an alleged Somali war criminal.

ICE said he participated in the execution of innocent civilians near Hargeisa, Somalia, during the rule of dictator Mohamed Siad Barre.

On Friday, ICE agents arrested Francisco Anotonio Campos-Gamboa, 47, at his Miami home. A judge ruled July 2 that he was a human rights violator, and he is being held in preparation for deportation, the agency said.

Campos-Gamboa was part of the Nicaraguan Sandinista military during the 1980s and "was a member of the Guerrilla Assault Squadron that assisted the main leaders of the Sandinista Revolution to carry out acts of persecution and human rights violations," ICE said in the statement.

His lawyer, Mario M. Lovo, told The Miami Herald that the allegations are false.

"He may have been in the Sandinista military and may have been a bodyguard, but to extrapolate that to torture is a quantum leap," Lovo was quoted as saying.

Registration of Houses Begins In Somaliland Capital

Mogadishu, Somalia, 07/17 - A six-month project took-off Friday to register houses, buildings and undeveloped lands in Hargeisa, capital of the self-proclaimed Republic of Somaliland.

According to Hargeisa`s mayor, Engineer Hussein Mohamud Jiir, the objective of the exercise is to introduce a master plan for the town, the first of its kind in the breakaway former region of Somalia.

Hargeisa municipal council and a local NGO will implement the project jointly funded by the Nairobi-based UN-Habitat and the United Nations Development Programme (UNDP), Jiir explained.

Satellite pictures and a research conducted in November last year will be used to improve efficiency in the said registration process, he added.

The target of the exercise is to obtain a precise data on each household, buildings and undeveloped lands in the township with an 75,000 residents.

It will enable Hergeisa municipal officials to know the number of households with electricity, telephones and running water among others.

At the end of the registration in January 2005, each household and buildings will get official registration certificates and while roads will also be named. It is also expected to improve Hargeisa municipal`s revenue collection and streamline its services to cope with increasing demand.

For the past 15 years, half major towns in Somaliland including Hargeisa never received any kind of support or a facelift from external organisations.

Their infrastructure was completely ruining during the clan-based civil war that erupted in Somalia during the late 1980s when virtually all records and documentation were either looted or destroyed.

Killings related to land disputes are increasing in the unrecognised Somaliland because some people are forced to use violence to protect their rights or getting them back.

A policeman was killed recently in Hargeisa as he mediated between two families over a disputed piece of land.

Somalis Remember 47 Students Executed 16 Years Ago

Mogadishu, Somalia, 07/19 - Hundreds of Somalis including family members and religious leaders Sunday took part in a memorial service for the 47 university students executed in 1989 by soldiers during the regime of the late former President Mohamed Siad Barre.

The mourners at the national stadium later visited the mass grave on the outskirts of Mogadishu where the students were buried by their executioners.

The students were from Lafole, Somalia`s only university at that time.

They were alleged to belong to disbanded Somali National Movement (SNM) and United Somali Congress (USC), accused of masterminding Barre`s overthrow in 1991.

Most of the students (boys aged between 17 and 25) were reportedly seized on the night of 17 July 1989 from their hostels and taken to an unknown destination and then executed.

Some of the mourners travelled from far distances to participate in the service.

Hassan Ahmed, who said he narrowly escaped being killed on the fateful night recalled: "I sensed from their voices that they were soldiers and I guess they were not coming for any good so I opened the back door and jumped over the fence. Had I hesitated I would be dead by now."

Qaadi Mohamed, a Somali scholar, who lost some of his relatives in the killings, called for reconciliation.

According to him, the execution was committed by a handful of individuals, the rest of the society should not be blamed.

Somalia has been without a central government since the overthrow of Barre, who died in exile in Nigeria in 1996.

Somali Journalists Create Press Freedom Monitoring Network

For the first time in Somalia, press-freedom violations will be systematically documented and reported, thanks to efforts by the Somali branch of the Eastern Media Institute (EAMI-S) and support from the Danish agency, International Media Support (IMS).

EAMI-S has formed a network of five correspondents who will report on press-freedom violations in Somalia, beginning in the capital, Mogadishu.

The initiative arose out of a successful four-day seminar EAMI-S conducted on 15 May in Mogadishu. With funding from IMS, 23 participants at the seminar learned how to gather, compile and report violations using the action alert format pioneered by the International Freedom of Expression eXchange (IFEX).

Before the formation of this group there was no systematic gathering on information relating to press freedom violations in Somalia, EAMI-S says. EAMI-S says it plans to look for opportunities to expand the monitoring network to cover Southern Regions as well as the Puntland Autonomous Region in Northeastern Somalia, where relations between media and local government are tense.

EAMI-S was established in June 2001. Its programmes include training for local journalists, regional networking and lobbying against repressive media laws.

In Peace Bid, Somalis Attend Camp with Football Powerhouse

19 July 2004 – Four boys from Somalia are attending a camp this month with Spanish football powerhouse Real Madrid under a campaign by the United Nations and its partners to foster peace at the grassroots level in the Horn of Africa country.

The youngsters, aged 15 to 17, were selected following a month of tournaments involving 384 members of 24 football teams in different parts of Somalia.

According to the UN country team for Somalia, the Real Madrid scholarships are an important part of the 'Sports for Peace' pillar of the 'Somalis for Peace' campaign that calls on each of the country's citizens to work for peace and to demand the same from those who are in a position to deliver it.

The campaign comes at a crucial time in the ongoing peace process at Mbagathi, Kenya, and is being steered by the Somali Aid Coordination Body with the participation of the UN, the European Commission and international and national non-governmental organizations (NGOs) to encourage a 'bottom-up' approach to peace building.

"This is a wonderful opportunity for the four boys," said Jesper Morch, acting Resident Coordinator for the UN Somalia Country Team. "We need to harness youthful energy and provide a positive alternative for the youth in Somalia. Upon their return they will share their skills and experience with their peers and become sport ambassadors and messengers of peace for their country."

The camp began yesterday and runs through 31 July.

Transitional Parliament to Be Inaugurated On 30 July

Somalia's proposed transitional federal parliament will be inaugurated on 30 July in the Kenyan capital, Nairobi, mediators announced, saying that all clans must complete the process of nominating their representatives by Tuesday.

The foreign ministers of member states of the regional Inter-Governmental Authority on Drought and Development (IGAD), who met in Nairobi on Thursday and Friday, called for transparency in the process of distributing seats and selecting members of the proposed Somali Transitional Federal Assembly.

Each of Somalia's four major clans has been allocated 61 seats in the proposed parliament, while an alliance of minority clans will have 31 MPs. A speaker and two deputy speakers to be elected from among the parliamentarians will preside over the election of the president.

Two clans, the Hawiye and the Digil-Mirifle, have already presented "distribution lists" to the IGAD Facilitation Committee that is mediating in the Somali peace process. These lists show how the seats they have been allocated will be distributed among their sub-clans.

"For those clans that shall not have presented their distribution lists by Tuesday, 2O July 2004, the Arbitration Committee will have to be requested to conclude the list on their behalf," the foreign ministers said in a joint communique issued on Friday after their meeting.

"The peace process should come to its logical conclusion in the next two weeks, during which the members of parliament shall have been selected," the ministers added.

The mediators had urged the delegates to honour a 31 July 2004 deadline set by IGAD for the end of Phase III, the last stage of the peace talks. They urged IGAD member states and the international community to continue funding the peace process.

IGAD groups Djibouti, Ethiopia, Eritrea, Kenya, Sudan and Uganda. Somalia is also a member, but is not fully represented in the organisation because it lacks a functioning government.

Somalia has been without an effective government since the toppling in 1991 of the regime of Muhammad Siyad Barre.

The IGAD-sponsored Somali National Reconciliation Conference began in October 2002 in the western Kenyan town of Eldoret, and was moved to Nairobi in February 2003.

Last week, the UN Security Council condemned those who, it said, were obstructing the peace process, and warned that anyone persisting on the path of confrontation and conflict would be held accountable.

In a statement read out on 14 July by its president for July, Ambassador Mihnea Ioan Motoc of Romania, the Council welcomed steps by the African Union to prepare for the deployment of military monitors to Somalia, and called on the Somali leaders to cooperate with that initiative.

On 8 July, UN Secretary-General Kofi Annan had urged Somali delegates attending the reconciliation conference to resolve their differences and create an all-inclusive government. "I appeal to you to rise above your differences, and do all you can to bring your people an era of security, peace and hope," Annan told the delegates when he addressed them in Nairobi.

"The AU, the League of Arab States, the European Union and the UN are all supporting your efforts," Annan told the delegates. "But ultimately, it is up to the people of Somalia, and in particular its leaders, who must exhibit a profound sense of responsibility and statesmanship," he said.

"It is you who must make the compromises that will lead to a government with credibility throughout Somalia. The burden of finding a peaceful solution to this needlessly prolonged conflict falls primarily on Somali shoulders," Annan added.

Djibouti: High Maternal Mortality Despite Improved Health Services

Djibouti has made significant progress in reducing maternal mortality over the past 10 years, but the number of women who die in childbirth is still high, the Djiboutian national coordinator for reproductive health, Safia Elmi, said.

"In 1994, Djibouti's maternal mortality rate was 740 for 100,000 live births. That is a lot. By 2002, it had fallen to 690 deaths per 100,000 live births," Elmi told IRIN. Over the same period, she added, the average family size had fallen from 5.8 to 4.2 children per woman.

Noting that maternal health had significantly improved through better services in hospitals and increased numbers of trained birth attendants and midwives, Elmi said more women had died giving birth at home rather than in hospitals. Many of those who died in the hospitals, she added, had suffered haemorrhaging.

According to the Djibouti government, the key causes of high maternal mortality were high fertility rates, poor emergency obstetric care, and the persistence of harmful practices such as excision, infibulation and the more severe types of female genital mutilation (FGM).

Some 9 percent of "extremely poor" women die while giving birth, government statistics show.

Speaking to IRIN on Monday, on the occasion of World Population Day, Elmi said efforts were being made to reduce FGM. "People used to believe that female mutilation was part of religion, but we told them it is tradition and you can drop tradition," she noted.

Thomas Davin, programme coordinator in Djibouti for the United Nations Children's Fund, told IRIN that mild or severe haemorrhaging occurred in the overwhelming majority of births, and was inextricably linked to the more severe forms of FGM.

The World Population Day, which was designated 10 years ago during the 1994 International Conference on Population and Development in Cairo, set 20-year targets for countries to meet in four key areas: universal education, reduction of infant and child mortality, reduction of maternal mortality, and access to reproductive and sexual health services, including family planning.

Good News And Bad News in Somali Region Drought

Positive news is emerging from the Shinille Zone of Somali Region, indicating a decline in child malnutrition from emergency conditions in 2002 and 2003, according to Save the Children.

Global acute malnutrition of children under 5 years has declined to 7.7% according to a new Save the Children UK/DPPC nutritional assessment, falling from 11.2% in September 2003, and 18% in December 2002. According to the National Nutritional Guidelines, rates below 10% are considered to be typical for a chronically malnourished population.

"This is a very encouraging finding," said SC UK Nutritionist Tayech Yimer. "It shows continuous improvement in the right direction. As well the other indicators, such as severe acute malnutrition and mortality rates have also returned to normal levels. Even livestock conditions are now quite good, although the numbers are reduced due to the high livestock death rates in 2003."

During 2003, Save the Children was extensively involved in food distributions and nutritional supplements for tens of thousands of children in the area, affected by the severe drought of 2002-03. Assistance will continue until at least the next harvest, which is expected in November.

On the other side, Early Warning Systems are beginning to indicate negative impacts from the early cessation of the 'gu' or main rains in the south-eastern part of Ethiopia. Although the 'gu' rains started well, they were almost non-existent during the month of May, when the heaviest final rains are expected. As a result there is a lack of water and pasture already emerging in Deghabur, Korahe, Fik, Warder, and Gode Zones of Somali Region in particular.

"We are monitoring the situation very closely, but it definitely looks like there is an emergency situation for water emerging in some areas," said Suleiman S. Mohammed, Early Warning Head for SC UK in Somali Region. "With effectively no rain since April, migration of livestock and herders is already starting at a time of year when we expect the pastures to be good. If the 'Deyr' or small rains don't start until September or October as usual, then an emergency situation will worsen in these areas over the coming weeks." n

Joy at Somali Hospital Reopening

The Somali capital's biggest hospital has reopened after 14 years.

The Banadir hospital in Mogadishu will provide free health care for women and children. It has been mostly financed by Somali businessmen.

Somalia has had no central government since 1991 and has been wracked by fighting between opposing warlords.

For over a decade the hospital has been under the control of militia in north Mogadishu and much of its equipment has survived intact.

The militia agreed to the reopening after negotiations with a women's group called Women of the Peace Frontier.

Welcomed

The women, along with the local business community and UN aid agencies have all helped with refurbishing the complex, which has taken five months.

At the opening ceremony medical staff said the hospital can treat more than 1,000 people a day and consists of four departments dealing with child and maternal cases such as, malnutrition, cholera, midwifery, and female operations.

Until now the SOS hospital, which is mainly funded and run by foreign agencies, has been the only hospital to give free treatment to women and children.

Earlier this year, it temporarily shut down after one of its surgeons received death threats from armed men.

According to the BBC's Mohammed Olad Hassan in Mogadishu, local residents have welcomed the step and are particularly pleased that the project has been organised and funded by Somalis.

Somalis Pressured to Form Government

NAIROBI, July 16 (AFP) - Eastern African government ministers on Friday heaped pressure on Somali delegates to form a government by the end of July, despite the withdrawal of a key clan from long-running talks.

Ministers from the Inter-Governmental Authority on Development (IGAD), the seven-nation group mediating the talks, told delegates in a joint communique to "honour and be fully committed" to reaching their pledge of forming an administration by July 31.

Delegates from the Dir one of Somali's four major clans on Tuesday withdrew from the convoluted process, accusing IGAD mediators of sabotaging their decision making efforts.

The ministers gave the clan up to Monday to resolve their differences and abide by mediator's decisions in the talks in Kenya, which kicked off in October 2002.

Aware of a raft of failed attempts to reach peace in the past, the ministers told Somalis to "bear the main responsibility of of achieving their comprehensive peace agreement."

There has been no national governing authority in Somalia since 1991, when dicatator Mohamed Siad Barre was ousted.

Then followed 13 years of factional bloodletting that turned Somalia into the archetypal "failed state" and prompted botched military and humanitarian intervention by the United Nations and the United States in the early 1990s.

Floods Hit Somalia`S Lower Shabelle Region

Mogadishu, Somalia, 07/15 - Floods have devastated crops on 100 hectares of land and damaged several houses in Kunuwarey district of Lower Shabelle region, about 400 km from Mogadishu, the Somali capital.

This followed a heavy down pour that lasted 48 hours that caused the bursting of river Shabelle banks. Informed sources said Aranfunto was the worst hit area with virtually all farms submerged by flood water that reached a meter and half high.

The affected areas are located in a high altitude characterised by unpredictable rainfall, which pours into river Shabelle that supplies water to most farms in the region through water canals and irrigation.

Lower Shabelle region`s population of 80,000 are mostly subsistence farmers who grow maize, sorghum, fruits and vegetables, which they sell to traders and businessmen from different regions.

Most of the people and traders interviewed in Mogadishu expressed fears of food shortages and higher commodity prices in the Somali capital and other regions.

According to one Aranfuto resident, Ahmed Omar Haji, the floods came as a severe blow to farmers who were preparing to begin harvesting within the next few days time.

Most of Aranfuto reportedly spent two nights outside their semi- permanent houses especially in the upper Shabele region, which was not affected by the floods.

The interim government of Somalia has so far not released figures regarding causalities or deaths caused by floods in the lower Shabele region.

Similar floods had occurred in the same area in the past notably during the heavy El-nino rains of 1997, which caused the worst flooding in Lower Shabelle and the neighbouring central Shabele and Juba regions. Floods from river Juba killed close to 100 people in the three regions due to El-nino rains, while others died from starvation due to lack of food supplies because roads were impasable.

Djibouti: ADF Funds Drive to Improve Education

The African Development Fund (ADF) has approved a loan of US $6.8 million and a grant of $0.54 million to help improve education in Djibouti.

The money will be used for a Basic and Secondary Education Strengthening Project (Education III Project), according to the ADF, which is part of the African Development Bank Group. It will allow for the construction of a middle school and the expansion of the Industrial and commercial high school. This "will ensure the enrolment of an additional 3,000 students in middle schools and an additional 1,000 students in technical schools", the ADF said in a statement issued on Wednesday.

The project is expected to enhance access to education by increasing the sector's intake capacity and to "improve the equity and quality of basic and secondary education as well as delivery of health services to schools".

Upon completion, the project is also expected to improve the ratio of teachers to school inspectors from 60 to 1 in 2002 to about 50 teachers per inspector in 2009. Teacher training and the upgrading of 20 middle school inspectors and 600 teachers will also help improve the quality of education, the ADF said.

The project will support efforts to increase the enrolment of girls "by sensitisation actions, by putting at their disposal school textbooks and the training of 500 teachers in gender methods". The ADF said it would also finance improvement in the delivery of health services to schools and the fight against HIV/AIDS in schools.

The project, which is jointly financed by government and the ADF, is estimated to start in January 2005 and last for 5 years.

Forum to Study Somalis in U.S.

In the early 1900s, a small number of Somali seamen came to the United States temporarily to work in factories and help build roads.

In the 1970s, a small number of Somalis came to this country on student visas, studying from coast to coast at colleges and universities.

But in the 1990s it was different. Thousands of Somalis fled to North America from their war-ravaged homeland, and suddenly there were families who needed housing and jobs and children who needed education.

That's why — for what is believed to be the first time — Somali leaders, academics and social service workers will gather in Minnesota for a three-day conference beginning today on how Somalis are coping in their new land.

"Somalis moved here in large numbers in the last 10 to 15 years," said Macalester College political science professor Ahmed Samatar, a native Somali who organized the conference. "There is a compelling reason to understand why they are here and, more importantly, how they are coping and adapting to life in the United States."

Minnesota was a natural choice for the conference because the state has the largest concentration of Somalis, with an estimated 25,000 immigrants, according to a recent report by the Minnesota Demographic Center. Another 30,000 are spread around the country, Samatar said, and there are at least 100,000 in Canada.

People from Massachusetts, Ohio, Canada, Sweden, England and the Netherlands are coming to the conference, which is open to the public and features presentations by published professors and panels with community advocates, Somali leaders and health care workers. Two concerts, Thursday and Saturday nights, will highlight renowned Somali musicians and singers.

It took Samatar more than two years to put the event together because he had to commission essays and raise money to bring in the speakers and musicians. The conference is sponsored by Macalester College, the St. Paul Foundation, the St. Paul Travelers Foundation, the Minneapolis Foundation, House of Hope Presbyterian Church, Westminster Presbyterian Church, Global Partners, and the Leadership, Empowerment and Development Group.

Lidwien Kapteijns, a history professor at Wellesley College in Massachusetts, wrote a paper about educating Somali young people. She will also lead a discussion on Somali women.

Originally from the Netherlands, Kapteijns spent many years in Africa and is fluent in Somali. More recently she has worked closely with the Somali community focusing on youth and education in the Boston area, home to 3,000 to 5,000 immigrants.

She is particularly concerned about a generation of immigrants, between the ages of 10 and 25, who lost years of education while their parents were transitioning from their homes in Somalia to refugee camps and ultimately the United States.

By meeting and talking with other scholars and leaders, she said she hopes to come up with some plans to reach that population. She recently visited a Somali charter school in Ohio and believes it might make sense to try educating all Somali children in bilingual classes so they can catch up to their American peers.

Also important is educating parents about Western culture and how things like television and the Internet affect their children, said Mohamoud Hamud, a community advocate and Mayo Clinic counselor in Rochester, Minn., where there are several thousand Somali immigrants.

Hamud, a panelist at the conference, came to the United States from Somalia in the 1970s to attend Cornell University, in upstate New York, where he encountered fellow immigrants who told him stories about when they or their relatives came to the United States in the early 1900s, worked for a short time in places like Buffalo, N.Y., and then returned home with their wages.

That same work ethic prevails today, but at the expense of the children. Fathers often work 18-hour days and mothers sometimes are illiterate, Hamud said. Just this week he was talking to parents who didn't have any idea what their son was viewing on their home computer. So Hamud took a look at the computer and discovered that the boy was looking at sexually oriented Web sites.

"When people ask Somalis, 'Why are you in this cold country?' the first answer is 'Because of my children,'" he said. "But they don't have control of what the kids are watching on TV or doing on the Internet."

Regional Pres Forms New Govt

Nairobi - The president of Somalia's northeastern state of Puntland Abdullahi Yusuf Ahmed on Thursday formed a new government comprising of 15 ministers, an official statement said.

Last week, Puntland's parliament approved a presidential decree that reduced the government's term in office there from two years to six months, starting July 1, thereby giving Abdullahi Yusuf powers to form a new government.

Puntland declared itself an autonomous part of the strife-ridden Horn of Africa nation in 1998 and has remained peaceful since then.

The new appointments included new paramilitary and administration police commanders, said the statement from the presidency.

Somalia has been riven by anarchy and clan warfare, and without a central government since dictator Mohamed Siad Barre was toppled in 1991. Peace talks are currently under way in Kenya to try to restore law and order and set up a central government recognised by all of Somalia's clans and factions.

Despite developing tools of statehood including a constitution, government and law enforcement institutions, Puntland has not yet seceded from Somalia.

UN Security Council Condemns Those Who Obstruct Peace Process

The UN Security Council has condemned those who, it says, are obstructing Somalia's peace process, and warned that anyone persisting on the path of confrontation and conflict will be held accountable.

In a statement read out on Wednesday at an open meeting by its president for July, Ambassador Mihnea Ioan Motoc of Romania, the Security Council also welcomed steps by the African Union to prepare for the deployment of military monitors to Somalia, and called on the Somali leaders to cooperate with that initiative.

The statement called on the Somali parties to respect a cessation of hostilities agreement signed between various rival groups in the Kenyan town of Eldoret in 2002, according to UN News. It also urged Somali factions to ensure security and to resolve their differences peacefully.

"The Council recognises that while the establishment of a transitional federal government will be an important step towards establishing sustainable peace and stability in Somalia, much effort will lie ahead if this objective is to be achieved," Motoc said.

In a series of related provisions, the Council reiterated its firm support for the reconciliation process and the ongoing Somali National Reconstruction Conference in Kenya, launched under the auspices of the regional African Inter-Governmental Authority on Development (IGAD).

The Council expressed concern over the continuing flow of weapons and ammunition into the country and over the humanitarian situation in Somalia. It called on Somali leaders to facilitate the delivery of much-needed humanitarian assistance and to assure the safety of all international and national aid workers.

On 8 July, UN Secretary-General Kofi Annan urged Somali delegates attending the reconciliation conference to resolve their divergences and create an all-inclusive government. "I appeal to you to rise above your differences, and do all you can to bring your people an era of security, peace and hope," Annan told the delegates when he addressed them in the Kenyan capital, Nairobi.

On 23 June, the delegates formed an arbitration committee to resolve any disputes that might arise during the nomination of the 275 members of Somalia's proposed Transitional Federal Parliament (TFP). Various clan representatives at the reconciliation conference are currently in the process of nominating TFP members, but the process has been slowed down by disputes.

Bethuel Kiplagat, the chief mediator in the Somali peace process, said on Tuesday that the IGAD Facilitation Committee was working to remove all bottlenecks in the distribution of parliamentary seats among subclans.

Mediators have urged the delegates to honour a 31 July 2004 deadline set by IGAD for the end of Phase III, the last stage of the peace talks.

Somalia has been without a functioning government since the toppling in 1991 of the regime of Muhammad Siyad Barre. The IGAD-sponsored talks began in October 2002 in Eldoret and were moved to Nairobi in February 2003.

Date Set for Somalia's New Government

A new Somalia government would be formed in Nairobi by the end of this month, the Intergovernmental Authority and Development (Igad) technical committee announced yesterday.

And speaking in Nairobi at a joint Igad facilitating committee and international partners' meeting, Kenya's special envoy to Somalia Bethuel Kiplagat said an all-inclusive government of national unity for the war-torn country was possible by end month.

The final phase of the 18-month peace process would involve a simultaneous peace and reconciliation efforts.

"This meeting is the very final leg in the 18-months journey to the formation of a government in Somalia. Many have waited for long and are anxious. Its important that nothing stands in the way of a new government by the end of the month," Kiplagat said.

He however explained the formation of a new government will be preceded by a meeting of Igad ministers in Nairobi this Friday.

Thereafter delegates will reconvene.

Yesterday's meeting was earlier addressed by Kenya's new minister for Foreign Affairs Ali Makwere who told participants of the need for all players in the peace process to ensure a quick conclusion to the talks.

A number of key faction leaders who had abandoned the talks confirmed that they will participate in the final phase.

Kiplagat said he expected the self-declared Republic of Somaliland, an enclave within Somali, to participate in the peace talks so as to foster national unity.

"Its important that all participate in the new dispensation. We are using a clan-based system and hope they would come on board in due course," he projected.

More Funds Needed for Humanitarian Operations - Agencies

NAIROBI, 14 Jul 2004 (IRIN) - Aid agencies have appealed for US $119.1 million to finance humanitarian operations in Somalia this year, saying funding requirements had risen owing to an unforeseen drought in the north and deteriorating food security in parts of the central regions.

The agencies had, in their Consolidated Inter-Agency Appeal (CAP) earlier this year, asked for $ 110.6 million, of which donors had so far contributed $ 27,878,685 (about 24 percent of the total requirements).

"The gravity of Somalia's humanitarian situation demands greater donor attention for the remainder of 2004," the organisations said in a their mid-year review of the 2004 CAP for Somalia.

"Funding must be sustained to continue to allow for a timely and effective response to the needs of drought-affected pastoralists in northern Somalia. Without adequate rainfall this season, the situation could easily deteriorate and require an emergency response," they said, adding that the drought had led to major movements of people and animals and decimated livestock herds.

The revised appeal was intended to help between 700,000 and 900,000 vulnerable people throughout Somalia, according to the mid-year review of humanitarian needs prepared by the UN Office for the Coordination of Humanitarian Affairs and other UN and non-UN aid agencies.

"Despite the increased needs, the food sector remains only about 14 percent funded, and the non-food sector is only about 27 percent funded," according to the revised CAP, which also noted that the education sector was a major cause of concern, with only 4 percent of the more than $14.8 million asked for available so far.

He described Somalia's social indicators on health and education as "abysmal", noting that only one-fifth of all primary school children aged six to 13 were in school, with even fewer attending at the secondary level. Just a "tiny fraction" of all Somalis went to college, he said.

Gaylard, who also serves as the Humanitarian Coordinator, said UN humanitarian activities were aimed at promoting development and rehabilitation in the strife-torn country. The UN had an advanced police training programme in Somaliland, which would soon be expanded to the self-declared autonomous region of Puntland in the northeast, with the aim of training officers who could in future "easily unite as one police force," he said.

Achievements included the absence of the polio virus in Somalia during the past two years, he said.

Somali Peace Talks Suffer Setback

BEIJING, July 14 (Xinhuanet) -- The ongoing Somali peace and reconciliation talks in Nairobi have suffered a major setback following the withdrawal of two major clans.
The leaders from the Southern Somalia National Movement or SSNM, who are from the Dir clan, and traditional leaders from the Hawiye clan, accused the organizers of the conference, the Inter Governmental Authority on Development Facilitation Committee or IFC, of interference in the apportionment of clan-based parliamentary seats. CRIENGLISH.com reported Wednesday.

However, Kenyan special envoy for peace in Somalia Bethwel Kiplagat says the IFC are currently removing all bottlenecks in the distribution of seats among clans and addressing the selection of MPs in a bid to bring the talks to a successful completion.

He explains that the selection of MPs will be followed by the election of a president, which will lead to the formation of a government in Somalia.

UN: Aid to Somalia Should Tackle Development Needs

NAIROBI, July 14 (Xinhuanet) A senior United Nations official said with insecurity still prevailing in parts of Somalia, emergency assistance to the Horn of Africa country must be provided with a view to promoting long-term development.

Other achievements include the absence of polio virus over the past two years, he said, predicting that "in another six months orso, we might be in the very happy position of declaring Somalia tobe another stage towards polio eradication."

Gaylard also stressed the need to address environmental challenges facing Somalia.

Drought has devastated the lives of Somali nomads and farmers, who have lost the majority of their livestock.

"Whether they will ever be able to go back to the land and be on their feet is doubtful," he said, adding that the United Nations is helping the Somalis to ensure that livestock are healthy enough for consumption and export.

There has been no national governing authority in Somalia since1991 when dictator Mohamed Siad Barre was ousted. Then followed 13years of factional bloodletting that turned Somalia into the archetypal "failed state" and prompted botched military and humanitarian intervention by the United Nations and the United States in the early 1990s. Voters Told to Reject Looters

A presidential candidate in the forthcoming Somali elections Mr Farah Addo has urged Somalis to reject those who contributed in the looting of the war-torn Horn of African nation.

Addressing the press in Nairobi today, Mr Addo, an internationally-renowned sports administrator, regretted that conspirators in the destruction of Somalia are now coming up to be elected.

"They destroyed and sold factories, farms, ports, airports and other national facilities. They now want to be elected and I urged participants to reject them," he said.

"They blackmailed our people and our nation when they occupied top government positions. They should be taught a lesson regardless of whichever clan they belong," said Mr Addo, who served for years in African and world football bodies CAF and FIFA respectively.

Selection of members of parliament will be conducted next week in Nairobi, following the successful conclusion of Somali Reconciliation Talks that have been going on in Mbagathi, Nairobi, for the past two years.

Mr Addo urged Somalis to acknowledge the role played by International Partners Forum for the role they have played in funding the talks.

"They have promised a big role in reconstruction of Somalia and we must consider them our future partners of development," he said.

Officer Charged In Taped Incident Appears In Court

A Toronto police officer charged with assault in the beating of a Somali immigrant last summer, an incident caught on amateur videotape, made his first appearance in court yesterday.

Constable Roy Preston, dressed in a suit and tie, remained expressionless as he appeared in provincial court. The matter was put over to August 23.

A police spokesman said that Constable Preston is still working at 23 Division, though he is working inside the station rather than out on patrol.

Constable Preston was charged with assault last month after an internal investigation into the beating incident as ordered by Chief Julian Fantino.

Said Jama Jama was punched in the face last August during an early morning fight in the parking lot outside an Etobicoke doughnut shop, where people had gathered after a nearby party.

It was the start of the Caribana festival, and tourists visiting from Ottawa caught the fight on videotape.

The tape shows Mr. Jama Jama, then 21, trying to break up the fight before police arrived on the scene. It also show a gloved police officer grab Mr. Jama Jama and punch him in the face with no apparent provocation.

Mr. Jama Jama said that when he tried to run away and then surrender to police, he was knocked to the ground and beaten again by several officers, losing a tooth.

He did not immediately file a complaint with police, but in December the videotape surfaced and was widely aired on television news, prompting Chief Fantino to order an investigation.

At the time of the incident, Mr. Jama Jama, who came to Canada from Somalia in 1995, was charged with disturbing the peace and assaulting a police officer. Those charges were dropped in February.

Constable Preston had been on the force for two years before the incident.

Somalia Talks On Track Despite Clan Threat-Mediator

NAIROBI, July 13 (Reuters) - Somali peace talks are on track to agree on a transitional government later this month, ending a decade of bloodshed, despite threats by some clan leaders to pull out of the process, a senior mediator said on Tuesday.

Bethuel Kiplagat, the chief negotiator for the Somalia peace talks being held in Kenya, said he was confident the process of forging a parliament representing all the country's numerous warring sub clans would beat the July 31 deadline set by regional leaders.

Once the parliament is elected it will appoint a president who will head a new all-inclusive transitional government.

"Things are moving forward," Kiplagat told Reuters. "We are confident that everyone who is a stakeholder in the peace process will meet at the end of the week. All the ingredients are there for Somalia to have a stable national government".

His comments followed a threat on Tuesday by elders and clan leaders representing the important Dir clan -- one of the four major clans to be represented at the talks -- to withdraw.

The leaders accused mediators of imposing representatives on them.

"They are attempting to impose individuals not chosen by us, so we are withdrawing our participation in this conference," said faction leader Abullahi Ismail.

Somalia disintegrated into anarchy after former dictator Mohammed Siad Barre was toppled in 1991, leaving the Horn of Africa country without a central government and divided between rival warlords.

Somalia is now made up of two self-declared enclaves in the north and a patchwork of quarrelling clan fiefdoms in the south.

Kiplagat said he would try to convince the Dir clan not to boycott the conference.

"If they withdraw, this is not good for the conference at all. We are going to have to speak with them," he said.

"This is not a major political problem -- it's a nuisance."

Ethiopia: Food Trucks Attacked As Drought, Insecurity Hit Somali Region

Eleven food trucks have been attacked and burnt in the Somali region of eastern Ethiopia over the past two months, officials told IRIN on Tuesday. Aid workers operating in the area said the latest incident took place 12 days ago.

"The region is walking on a knife edge," Abdul Karim, who heads the charity Hope for the Horn, told IRIN. He said drought coupled with security issues could be devastating. "There is a very severe drought," he explained, adding that four areas - Warder, Gashamo, Aware and Geladi - had been particularly hard hit. "There was sporadic rainfall, and people came from all around, but that rain had little impact because the area was overgrazed. The water was also used very quickly. There are fodder shortages and cattle dying like flies. It is a very serious situation in that area," he added.

Concern is mounting that if attacks continue, relief efforts in the region might be obstructed. Ibrahim Isma'il of the 29-member elders' council, an advisory group to the regional state government in Jijiga, told IRIN that tensions were high. The 53-year-old Ibrahim, who comes from Gashamo District, sits in the regional parliament and advises the federal affairs ministry in the capital, Addis Ababa, said the situation was deteriorating. The elders' council, representing all the clan groups and districts in the Somali National Regional State, was set up five years ago. Councillors' salaries are paid by the government.

"There is tension over pasture and access rights," Ibrahim told IRIN by phone from Jijiga, 700 km east of Addis Ababa. "It is very tense. The people from my district are facing severe drought, but in the neighbouring district there has been rain. But armed men are turning them [people from his district] back."

The truck burnings were blamed on bitter rivalry between the Isaq and Ogaden clans, he added.

Prime Minister Meles Zenawi has expressed concern over the situation in the Somali region. He told parliament on 9 July that he would "take whatever measures are necessary under the law" to resolve any instability that emerged there.

"There have been a whole spate of burnings of Somaliland trucks," one aid official working in the area told IRIN. [Somaliland is a self-declared republic in northern Somalia.] "It is a very serious issue here, because people are badly affected by the drought and need support."

The Somali region has also been ravaged by conflict. Its dust-bowl conditions [annual rainfall is one of the lowest in Ethiopia] have wreaked havoc on the population. Its porous 1,600-km border with war-ravaged Somalia has seen tens of thousands of refugees flood into Ethiopia to escape the decade-long fighting. About 85 percent of the region's 3.4 million people [official figure] are nomadic pastoralists whose livelihood depends entirely on their livestock, much of which was lost during a 2000 drought, in which an estimated 50,000 lives were lost.

According to the US government-funded Famine Early Warning System (FEWS), the region, one of Ethiopia's largest, is suffering from "large, long-term moisture deficits". FEWS says drought is expected to persist since the next rains are not expected until October.

Somalia Can’t Afford Another False Start, Says Annan

JEDDAH, 10 July 2004 — UN Secretary-General Kofi Annan has urged Somali delegates attending the peace talks in Kenya to do all in their power to establish an inclusive government structure by July 31, press reports said yesterday.

“Somalia cannot afford another false start. Your people have the right to look to a better tomorrow. And tomorrow begins today,” Annan told some 500 Somali delegates at talks in Nairobi.

The talks are currently in the final phase, with delegates attempting to share power among five major Somali clans, before electing a transitional president.

The delegates have indicated they might wrap up the exercise by the end of July. About thirteen peace talks to form government in the anarchic country have so far failed since the beginning of the civil war in 1991.

“I am heartened by the progress you have made at this conference, especially in recent weeks. This time, all of us must get it right. It is up to the people of Somalia, and in particular its leaders, who must exhibit a profound sense of responsibility and statesmanship. It’s you who must make the compromises that will lead to a government with credibility throughout Somalia,” said Annan.

'Get It Right,' UN's Annan Tells Somali Peace Delegates

NAIROBI : UN Secretary General Kofi Annan urged delegates attending Somali peace talks in Kenya to clinch a final agreement and restore a functioning government in their chaotic African country.

"I am heartened by the progress you have made at this conference, especially in recent weeks. This time, all of us must get it right," Annan told more than 360 Somali delegates at the venue in Mbagathi, a suburb south of Nairobi.

"I appeal to you to rise above your differences and do all you can to bring your people an era of security, peace and hope," Annan said.

Warring factions signed a ceasefire agreement in October 2002 but it has been repeatedly violated.

Then, in January this year, they inked a landmark agreement outlining how a post-conflict Somalia would be governed in the five years after a final peace deal is signed.

"As you work for a political agreement, I urge you to keep in mind that progress in the political arena must be accompanied by serious efforts to improve the security on the ground," the UN chief said.

The peace talks, which started in October 2002, are currently in the final phase, with delegates attempting to share power among five major Somali clans, before electing a transitional president.

The delegates have indicated they might wrap up the exercise by the end of July. More than a dozen previous attempts have been made to negotiate an end to Somalia's anarchy, but few have brought in so many different players.

"It is up to the people of Somalia, and in particular its leaders, who must exhibit a profound sense of responsibility and statesmanship," Annan said.

"It's you who must make the compromises that will lead to a government with credibility throughout Somalia.

"Your people are looking to you with high expectations that you will end their suffering. The region and the wider world are watching carefully. We have all waited far too long to see the conflict in Somalia cease once and for all," he explained.

"Surely, what divides you at this point cannot be more important than the over-arching need to set your country on a new and more constructive course," Annan said.

He also urged them to successfully wrap up the talks by July 31.

"At this important juncture, I also call on the international community to provide prompt support so that Somalia's new governmental structure will receive the crucial support it needs in its early days," the UN chief said.

"Somalia cannot afford another false start," he added.

There has been no national governing authority in Somalia since 1991, when dicatator Mohamed Siad Barre was ousted.

There followed 13 years of factional bloodletting that turned Somalia into the archetypal "failed state" and prompted botched military and humanitarian intervention by the United Nations and the United States in the early 1990s.

Since Annan arrived in Africa last week, he has also visited war-ravaged western Sudanese region of Darfur to call for peace as well as Eritrea and Ethiopia to breath a new life in the stalled peace process.

Djibouti: Faster Growing Crops Could Improve Food Production

Djibouti could increase its meagre food production by up to 50 percent over five years, but that would require the farmers to plant faster growing crops more adaptable to short rains, the United Nations World Food Programme (WFP) said.

"We have seen from our food-for-work programmes that we can increase production significantly - even up to 50 percent over four or five years," Fatma Samoura, the WFP resident representative in Djibouti, told IRIN on Wednesday.

But, she noted, increased production "would require several ingredients, including quick-growing seeds adapted to a short rainfall cycle, because the rainfall cycle [in Djibouti] is very limited".

According to WFP, Djibouti, a poor desert country in the Horn of Africa, is both a least developed and a low-income, food-deficit country. Pastoralists make up the majority of the 700,000 population. The economy is largely service-based. Rainfall in the country is both erratic and low with yearly rainfall averaging 100 mm.

Some 23 percent of children underfive are moderately or severely underweight, and 22 percent are severely or moderately stunted. The illiteracy rate is 61 percent, which three-quarters are women. Hundreds of thousands of refugees from neighbouring countries live in the country, straining the already weak socioeconomic fabric of the country, according to WFP.

Agricultural productivity currently accounts for only 4 percent of gross domestic product. The farmers mainly grow vegetables, fruits and palms. But about 80 percent of the country's food requirements are imported, including all its rice, wheat flour and sugar.

With the exception of torrential rains in April, which caused significant flooding, Djibouti has not received heavy rainfall for four years.

"They need to put in place water retention and infrastructure to catch the water and avoid loss through evaporation. At the moment, the rain goes directly into the ground or the sea. They also need to improve drainage to avoid the flooding," Samoura added.

Noting that increased food production would require significant financial concessions from the government, including tax exemptions on certain agricultural tools and seeds to make them more accessible to farmers, Samoura said significant extension work would also be required for tribes like the Afar and Somali, who are herders by tradition.

Samoura also highlighted the option of Djibouti's plentiful supply of fish. "People need to understand the importance of protein from fish. The nomads don't eat fish, for example. We need a huge awareness campaign by all agencies working here," she said.

"Fish is easily available in all coastal towns and is very cheap compared to mutton - to the good meat that they are eating. And they don't need sophisticated equipment to get fish on their plate," Samoura added.

Djama Mohamud Doualeh, the permanent secretary of the agriculture ministry, agreed with Samoura's assessment. "Yes, it's feasible. Yields are generally low, but could be augmented if irrigation is improved," he told IRIN. "By tradition, these people are nomads, moving from one point to the next. But with the past four years of drought, the entire region is equally affected by drought and they cannot afford to move, because there is no water anywhere."

"And if they can combine production of food with production of livestock, then they can significantly reduce their malnutrition - and this will contribute to the Millennium Development Goal of reducing child and IMR [infant mortality rate] by 2015," Djama added.

A June 2004 food security report by the USAID-funded Famine Early Warning System Network said prices of basic foodstuffs had increased by between 25 percent and 30 percent since August 2003, and that this represented a significant threat to the poorest 10 percent to 15 percent of Djibouti households.

According to Djibouti's current poverty-reduction strategy paper, 42.2 percent of its people lived in extreme poverty in 2002. The paper cited the extreme poverty line at US $1.80 per adult per day, which is actually high by African standards, but reflects price levels in Djibouti.

Kenyan special envoy for peace in Somalia, Ambassador Bethwel Kiplagat, told Xinhua that he will brief the UN chief on the status of the Somali peace talks which has entered into its third and final phase.

"I welcome tomorrow's (Thursday) meeting with Annan at which I hope to brief him on the status of the Somalia National Reconciliation Conference," Kiplagat said by telephone from Nairobi, the venue of the Somali peace talks.

Somali warlords, clan leaders, interim government officials andrepresentatives from civil society have since October 2002 been attending talks in Kenya aimed at restoring the first semblance ofa national administration in Somalia.

Lazarus Sumbeiywo, Kenyan special envoy for peace in Sudan, said by telephone from Naivasha, 90 km northwest Nairobi, where the current round of negotiations are taking place, both the Khartoum government and southern rebels are continuing with deliberations on details of a comprehensive ceasefire and how to implement various deals signed since July 2002.

Sumbeiywo, the leading player in the Inter-Governmental Authority on Development (IGAD) mediation team, said he would request the UN secretary general for support in deployment of UN military monitors inside Sudan to enforce whatever will be achieved in the talks.

The Sudanese government and the main southern rebel began peacetalks in March 1994 in Kenya. The parties in May this year signed key peace protocols on power sharing in the three conflict areas, paving way for an end to the war that has cut Africa's biggest country into two for over two decades.

Khat Dampens Euphoria About Peace

After a marathon round of talks, peace may finally be in sight for Somalia, which has been without central government since 1991. But, some fear that a deeply-rooted practice - the chewing of khat - may undermine the gains of negotiations.

Khat, also referred to as qat or miraa, is a shrub - the leaves of which are chewed or used to make tea. The plant contains a substance that makes the person consuming it feel alert, energetic or euphoric. Too euphoric, say certain Somali women, who allege that men in their communities have become addicted to khat, and are neglecting their families.

"Our men have become lazy over the years because of the widespread trade that forces them to just sit and enjoy the product. Our children have nothing to eat, let alone go to school, because their fathers cannot work," Eng Rukia Osman Mahmoud, an anti-khat activist, told IPS during an interview in Kenya's capital, Nairobi.

Mahmoud is also a delegate to the Somali peace talks being held in Mbagathi, on the outskirts of the city.

She claims that about 75 percent of the eight million people in Somalia chew khat, with men and boys accounting for the largest percentage of this group. The popularity of khat notwithstanding, she and other Somali women are lobbying for a ban on the trade in this narcotic.

"Women and children have suffered for so long, and now that peace is in the air we have to look at ways of reconstructing the country in all aspects," Mahmoud notes.

"This will have to involve everyone, including men, and may be more effective only if a ban has been imposed on the khat trade, because trading in this commodity poses a challenge to rebuilding efforts."

The fact that khat provides an extremely lucrative trade for many (and the only source of income for some) is likely to complicate efforts to outlaw sales of the plant's leaves.

But the women maintain that the disadvantages of khat far outweigh the importance of the profits it yields. The negative effects of khat include hallucinations, schizophrenia, depression and impotence.

"The answer to the khat problem lies in halting all cross border trade of the commodity. Countries supplying the drug to Somalia must also be covered by the ban because most of the khat in Somalia comes from neighbouring countries," Hussein Ali Elmi, spokesman of the Somali Young Turks Association (SYTA), told journalists in Nairobi last Friday, Jul. 2.

Kenya is the biggest supplier of khat to both Somalia and Europe, competing closely with Ethiopia and Yemen, according to Joseph Kaguthi, Coordinator of Kenya's National Agency for the Campaign Against Drug Abuse. Exact figures are hard to come by, but certain Somali businesspeople estimate that the Kenyan-Somali trade in khat is worth more than 300,000 dollars a day.

SYTA is calling on faction leaders who are attending the Nairobi talks to explore alternative income-earning activities that can reduce the country's dependency on khat.

"Somalia is a very fertile country. The new government must throw its weight behind farming and phase out khat trading. I'm sure if farming is given due attention, it may replace khat in income generation," Asha Abdi, another female delegate to the peace talks, told IPS.

Given that farmers may be able to earn far more from khat than food crops, this might be an optimistic view of the situation.

The khat trade is also controlled by faction leaders, who have the muscle and motivation to ensure that it continues unhindered - especially if peace is not to their liking.

Although talks are underway, the ongoing volatility of the situation in Somalia was demonstrated in late May, when several people were killed during clashes in the south of the country.

"These people (faction leaders) have a great interest in this business. All their operations in the country depend on the proceeds from the drug," says Abdalla Hussein Abdalla, a political commentator living in Nairobi.

His observation is echoed in a 2003 report of the United Nations Panel of Experts on Somalia.

"Several major (factions) and authorities have a direct stake in the business, either through partnership with khat importers/exporters or by levying charges and taxes at points of entry," says the report in part.

The panel was established to gather information on violations of a UN arms embargo imposed on Somalia in 1992. It has noted widespread disregard of the embargo, with khat often being used to finance the weapons that have allowed faction leaders to keep a stranglehold on parts of Somalia.

The East African country has effectively been divided into a number of fiefdoms since the fall of President Siad Barre in 1991.

Talks aimed at re-establishing central government in Somalia got underway in 2002, but have been marred by wrangling amongst faction leaders. However, a certain measure of progress has been achieved: warring parties have drawn up a framework for government.

The talks will now focus on electing members of a new parliament. After this, a president and 16-member cabinet will be elected - a process which is expected to be complete by the end of this month.

Negotiations have involved over 300 delegates, who also include representatives from civil society. They are being held under the auspices of the Inter-Governmental Authority on Development, a regional body comprising Kenya, Uganda, Sudan, Djibouti, Eritrea, Ethiopia and Somalia.

Coca-Cola Makes Somalia Return

A new bottling plant has opened in the Somali capital Mogadishu.

It is the largest single investment in the country since central government collapsed 13 years ago, and is a sign of growing business confidence.

More than 500 people attended the opening of the Coca-Cola plant, whose forerunner was destroyed in the early 90s.

The absence of a central government and continuing lawlessness in Somalia has, until now, deterred investors.

The old Coke plant was destroyed at the beginning of the country's civil war.

But the relative calm of the last few years has encouraged Somalis living overseas to put more money back into the country.

The man behind the Coca-Cola factory, AbdiRisak Isse, told the BBC that the opening was a big day, not just for him but for the whole of Somalia.

'Automatic rifles'

"This is the beginning of a new era for Somalia," Mr Isse said, "This is the turning point. Somalia is normal and anybody can do business here.

"We need to work for to make the security better, and we want to create investment confidence in this country, and we need so many people to come back to their home country and do business here."

Other businesses have sprung up already, such as mobile phone companies, internet cafés and radio stations.

But conditions are tough.

Mogadishu's main airport and sea port have been closed for years because of rivalries between clan-based militias.

The Somali capital's roads have disintegrated and there is no mains electricity.

It is a sign of how insecure Mogadishu remains that the new Coca-Cola factory has more than 100 security staff, many of them armed with automatic rifles.

New Factory Employs Hundreds in Mogadishu

NAIROBI, 5 Jul 2004 (IRIN) - A new Coca-Cola soft drink factory was inaugurated in the Somali capital, Mogadishu, on Monday, marking the largest investment in the strife-torn country since the collapse of the central government in 1991.

Somali investors had put US $8.3 million into the setting up of the production line, which had already employed 150 people. At least 70 other people had found work with distributors, Abdirisak Isse, the chairman and chief executive of the United Bottling Company told IRIN by telephone from Mogadishu. The factory was currently producing 36,000 bottles of soft drinks per hour, he added.

"It is a 100 percent Somali investment," said Isse. He said he did not have any major security concerns, saying the investment had the "goodwill of the people". "This is our country; We have to create confidence in our country," said Isse.

Isse said the company, which had a franchise agreement with the US-based Coca-Cola multi-national, would expand and that it would in the near future be able to supply the entire country, which relied on imported products, with soft drinks.

The old Coca-Cola factory in Mogadishu was destroyed in the factional warfare that took root in Somalia following the overthrow of the regime of Mohamed Siyad Barre in 1991. Other Somali entrepreneurs have invested in mobile telephone companies, internet cafes and radio stations despite the insecurity.

Somalis Brainstorm on Rebuilding

group of about 150 Somalis are meeting in the capital, Mogadishu, to discuss rebuilding the country.
Somalia has been without a functioning central government since 1991.

Those taking part include academics, businessmen and others from various parts of the region, as well as Somalis living overseas.

But with no real government, no police force and a shattered transport network, Somalia is not an easy place in which to stage a conference.

The fact that the gathering is taking place at all is an achievement.

Authority and credibility

The Mogadishu-based Centre for Research and Dialogue is bringing together Somalis from the central and southern regions of the country to consider how to promote reconstruction after years of lawlessness and civil war.

One of the directors of the centre, Abdul Kadir Yahya Ali, says Somalia desperately needs a central government which has authority and credibility.

I wanted to be as lucky as any other human being on earth," he said. "I want what every good human citizen wants to have.

"I'd hate to have another 50 years of chaos and we will do everything we can to the best of our ability to avoid that. Somalia must have a government. It has to happen soon."

The two-day meeting will discuss the findings of two years of research based on interviews with 13,000 Somalis.

The research provides a rare indication of public opinion in a country where the absence of law and order and of central administration means that even the most basic statistical information is not compiled.

As the conference is held in Mogadishu, delegates to Somalia's long-running peace talks in Kenya continue their efforts to create a new government with a target date of the end of July.

Largest Somali Refugee Camp Closed

NAIROBI, 2 Jul 2004 (IRIN) - The Office of the United Nations High Commissioner for Refugees (UNHCR) has closed a refugee camp in eastern Ethiopia where an estimated 250,000 Somali refugees once lived, after the last 719 inhabitants left the settlement to return home to the self-declared autonomous republic of Somaliland.

The last refugees left Hartishek camp on 30 June in a convoy of UNHCR vehicles, heading for Hargeysa. They were being accommodated in a transit centre in Hargeysa while the authorities looked for an area to resettle them permanently, UNHCR said in a statement.

The closure of Hartishek camp comes after the repatriation of 230,147 refugees since April 1997. Many others have gone back on their own.

According to UNHCR, hundreds of thousands of Somalis flocked to Hartishek as the government of Muhammad Siyad Barre started to collapse in 1988, and subsequently when clan warfare engulfed the country in the early 1990s. The first refugees arrived in appalling conditions and many died of exhaustion, hunger and lack of water, the agency said.

At its peak, Hartishek hosted more than 250,000 refugees, mostly from the Gabiley and Hargeysa areas in north-western Somalia.

With Wednesday's closure, UNHCR said it planned to hand over the camp's facilities to the district government in eastern Ethiopia. They include a dam, schools, community and health centres, prefabricated warehouses, offices and residences.

There are still two camps for Somali refugees left in eastern Ethiopia: Aysha, from where convoys to northwestern Somalia are being run, and Kebri Beyah, which mostly hosts refugees from southern Somalia. These two camps, according to UNHCR, host some 24,400 refugees.

The agency needs more than US $5.7 million this year for its operations in Somalia, part of a $118 million joint appeal launched in February by UN agencies and NGOs working in the war-torn country.

DJIBOUTI: Rising Food Prices Could Trigger Crisis

DJIBOUTI, 30 Jun 2004 (IRIN) - Food prices have risen by between 25 percent and 30 percent since August, and should this trend continue, then a significant number of Djiboutian households could face a food crisis, a food-security early warning organisation has warned.

A report released on Monday by the USAID-funded Famine Early Warning Systems Network (FEWS Net) said the prices of rice and wheat flour had risen significantly because of a decline in the value of the dollar, lower levels of cereal production, rising prices for oil and concerns over reduced rice production in the Far East, among other reasons.

It added that basic expenditure for very poor households in the capital, Djibouti City, had risen from about 20,000 Djibouti francs (US $113) per household in September to about 21,800 francs last month. Should this rise to 22,000 francs, then there could be crisis, it added.

The report said the poorest households among the 500,000 residents of Djibouti were subsisting on incomes of less than 50 US cents per person per day, and were therefore very sensitive to price changes.

FEWS Net called for a number of measures to be taken to improve food security for the poorest households, including: extension of the school-feeding programme to poorer urban areas; monetisation of basic food commodities to stabilise market prices; reduction in the cost of education; reduction of taxes and charges associated with the importation of staple foods into Djibouti; and further reduction in the tax on kerosene.

Djibouti's arid climate and rocky soil make it difficult to practise agriculture and large-scale livestock management. The country imports all its rice, wheat flour and sugar, and 90 percent of its fruit and vegetable requirements. According to its poverty-reduction strategy paper, 42.2 percent of its population lived in extreme poverty in 2002. It cited the extreme poverty line at $1.80 per adult per day, which is actually high by African standards, but reflects price levels in Djibouti.

WFP Appeals for US $14m to Fund Humanitarian Operations

The UN World Food Programme (WFP) has appealed for an additional US $14,068,000 to help people affected by drought in Somalia and to fund other humanitarian operations in the country for the rest of 2004.

WFP is currently in the second year of a Protracted Relief and Recovery Operation (PRRO) in Somalia, covering the period January 2003-December 2005 and providing assistance to some 2.8 million people. The format of a PRRO was chosen in order to allow for recovery and rehabilitation activities, which are widely needed in Somalia.

In addition to an allocation for human-support programmes such as tuberculosis, HIV/AIDS, hospitals, mother-and-child health care, orphanages and school feeding, the PRRO also provided for some emergency relief assistance. It also allowed for interventions in case of droughts or floods, which both hit parts of the country regularly.

The three-year PRRO estimated food needs at 64,435 mt at a cost of $51.32 million. High carry-over stocks at the beginning of the year 2003 provided an initial safeguard, but subsequently contributions from donors amounted to only about 30 percent of the planning figures for commodities and cash.

Sporadic rainfall started in April and lasted until mid-May, following which precipitation had been erratic and inadequate. Aid agencies in the northeastern part of the country estimated that only 20 percent of the area had received enough rain to allow pasture to grow. This is expected to be exhausted within 10-15 days as a result of high concentration of livestock attracted by prospects of water and pasture.

Four years of below-average rainfall decimated pastoralists' herds in many regions, especially in the northern and central regions of the country. The worst-hit areas are southern Togdher, Sool and Sanag, southern Bari, Nugal and northern Mudug in the north, southern Mudug and Galgadud in the central area, and some districts of Lower Juba in the south.

Massive livestock deaths were reported - up to 80 percent of herds in some areas. Pastoral destitution is increasing and many herders have moved to towns, placing their already poor relatives under further stress, according to WFP. Other people remain in camps and villages along roads and at water points.

WFP has been assisting the most vulnerable of the drought-affected population (particularly malnourished children and mothers) in the northwest (Somaliland) and northeast (Puntland), with emergency relief distributions through mother-and-child health care centres and other health centres. So far, more than 3,000 mt of relief food has been distributed to some 145,000 beneficiaries in the drought-affected areas of northern and eastern Somalia.

The UN food agency said insecurity remained a major impediment to relief operations in some areas of the country.

In the appeal, WFP said it needed 10,400 mt of maize, 7,000 mt of rice, 1,800 mt of pulses and 800 mt of vegetable oil to feed those affected until the end of 2004.

Gunmen Seize Landmine Workers In Somalia-Officials

MOGADISHU – Armed men kidnapped five employees of an international demining agency on the border between Somalia's warring breakaway territories of Puntland and Somaliland, officials said Thursday.

The deminers working for the British-based Halo Trust were abducted Wednesday near the town of Las'anod, some 600 miles north of the capital Mogadishu, sources in the area said.

It was not clear why the deminers were seized or which countries they came from, but a local newspaper said they were all Somalis. Previous kidnappings in the country have targeted mainly foreign aid workers.

Somaliland administrators blamed the kidnapping on militias loyal to Puntland leader Col. Abdullahi Yusuf, and said the landmine workers had been driven to Puntland's capital Garoe in two army wagons.

But an official in Puntland denied the charge, saying: "no kidnapped vehicle entered our territory."

Somalia collapsed into chaos after the overthrow of military ruler Mohammed Siad Barre in 1991. The three-year mandate of an Arab-backed transitional national government formed in September 2000 ended last year without peace being restored.

A former British protectorate, Somaliland split from Somalia in 1991 after a long independence struggle, taking advantage of the chaos after Barre's fall. Puntland broke away in 1998 to escape the militia anarchy of southern and central Somalia.

The two enclaves have fought sporadic clashes for years over the ownership of several eastern areas of Somaliland that Puntland's leaders claim as their own on the basis of ethnicity.

Rival militia groups in Somalia are said to have large caches of weapons including landmines, most of which were looted from Barre's former army.

Reduces Term

Nairobi - The president of Somalia's northeastern state of Puntland Abdullahi Yusuf Ahmed on Thursday reduced his government's term in office from two years to six months, his office announced in a statement.

"The existing government and parliament should remain in power only for six months. Parliament's decision (on February 17, 2004) to extend this government's term by two years was unconstitutional," Abdullahi Yusuf said in the statement.

"The move will pave the way for the formation of a new government in the very foreseeable future and clear any constitutional crisis," Yusuf Mohamed Ismail, a presidential advisor, said from Garowe, the state's capital.

Puntland elders have endorsed Abdullahi Yusuf's decision.

Somalia has been plagued by anarchy and clan warfare, and without a central government since dictator Mohamed Siad Barre was toppled in 1991. Peace talks are currently under way in Kenya to try to restore law and order and set up a central government recognised by all of Somalia's clans and factions.

Puntland declared itself autonomous in 1998 and has remained peaceful since then.

Despite developing tools of statehood including a constitution, government and law enforcement institutions, Puntland has not yet seceded from Somalia.
